It was Mr. Brownell who was mainly responsible for Eisenhower's filling federal judicial posts in the South with more than a score of judges who were strong-willed, independent and sensitive to civil-rights issues. These judges carried out the Supreme Court's historic desegregation decisions of 1954 and 1955.

Mr. Brownell also often was outspoken about what was then widely called the threat of communist sedition. In 1953 he recommended that Eisenhower reject calls for clemency for Julius and Ethel Rosenberg, who in 1951 had been convicted of conspiring to disclose nuclear secrets to the Soviet Union. The Rosenbergs were executed. Mr.

Brownell was born on Feb. 20, 1904, in Peru, the son of Herbert and May Brownell. The elder Brownell was later a professor of science education at the University of Nebraska, from which Herbert Jr. graduated in 1924. In 1927 he graduated from the Yale University law school After Richard M.

Nixon was elected president in 1968, Eisenhower recommended that Nixon select either Mr. Brownell or Potter Stewart as chief justice to replace Earl Warren, who was about to step down. The post went instead to Warren Burger. New York Times News Service NEW YORK Herbert Brownell President Dwight Eisenhower's first attorney general, died Wednesday in his home in Manhattan. He was 92.

The cause of death was cancer, said a daughter, Joan BrownelL He speeded desegregation by encouraging Eisenhower to name judges who vigorously carried out the Supreme Court's school integration decisions in the South. Mr. Brownell, a Nebraska native who was chairman of the Republican National Committee in the mid-1940s, helped engineer Eisenhower's nomination for the presidency, in 1952. He then oversaw that presidential campaign. As attorney general, he wielded great influence with the new and politically inexperienced soldier-presidentBut Eisenhower did not try to keep Mr.

Brownell from resigning in 1957. By then he had become, as the historian Stephen E. Ambrose later wrote, a political liability in the South who was "more insistent on integration than Eisenhower wanted him to be." Early that year, Mr. Brownell was the president's chief counselor in the civil-rights crisis that peaked with the sending of troops to enforce school integration in Little Rock, Ark. Dr. John J. Vitacco Dr. John J. Vitacco, 84 died Thursday of cancer in his Palos Heights home.

He was a general practitioner, and worked at Bethany Hospital in Chicago for 52 years before retiring in 1984. Dr. Vitacco also was on the staff of Gottlieb Memorial Hospital in Melrose Park. He was medical director of the Chicago Board of Education from 1974 to 1984 and was executive board member of the Near Northwest Civic Committee. Longtin, 79, retired owner of Dick Longtin Sports Huddle in Deerfield, died Wednesday in Libertyville Manor Nursing Home. Mr. Longtin, past district governor of Rotary Club International, operated sporting goods stores in Skokie and Deer-field for more than 37 years. He was a flying officer during World War II. He helped organize the Deerfield and Skokie Park Districts and was treasurer of the West Deerfield Township Library.
