The newsletter led to the creation of the Community Development Citizens' Advisory Committee to monitor these sources of federal funding. She served on the Chicago Jobs Council. Mrs.

Elam was a founder and president emeritus of the Child Care Center at the South Shore United Methodist Church. She was also a leader of the United Methodist Church's Task Force on Religion and Race. A native of Minneapolis, she received a bachelor's degree from the University of Minnesota. Survivors, besides her daughter, include three sons, David, Peter and Michael; another daughter, Susan; three sisters; and two grandsons. A memorial service will be held at 10 a.m.

Jeffrey Blvd. By Kenan Helse Tribune Staff Writer Elinor Elam, 76, president from 1972 to 1977 of the Chicago League of Women Voters and more recently chairwoman of its Local Government Committee, contributed an extraordinary amount of time and effort to alert the community about what was going on at various levels of government. Among the many awards she received for her vigilance1 on behalf of fellow Chicagoans, were several from the Chicago Commission on Human Relations, the Center for Neighborhood Technology and the Chicago Architectural' Assistance Center. A resident of the Logan Square neighborhood and formerly of the South Shore community, she died Friday at home.

"The people of Chicago owe a debt of gratitude to Elinor's vision of the American ideal of participatory democracy brought to an oftentimes recalcitrant Chicago City Hall," said Sharon Gist Gilliam, a Chicago Board of Education trustee and budget director under the late Mayor Harold Washington. "My mother was a practical activist," JoAnn Elam said. "She had a way of quietly succeeding where others noisily failed." Frederick Bullen Friestedt, 86; oversaw major building projects By Kenan Heise Tribune Staff Writer Frederick Bullen Friestedt, 86, who spent four decades supervising construction in Chicago, served as architectural superintendent or superintendent of construction on such building projects as Marina City, the University of Illinois at Chicago campus, Northwestern Memorial Hospital and the Renaissance Center in Detroit A 45-year-resident of Lake Forest, he died Aug. 20 in Veterans Administration Hospital in North Chicago. He represented the third generation in his family to do construction in Chicago.

His grandfather, Luther Friestedt, had been an alderman as well as a builder. His father, Herman, had been a supervisor on construction of the Field Museum of Natural History and Comiskey Park.
