TWO'S A CROWD WHEN BOTH ARE AFL MINE UNIONS Gillespie. Ill, Feb. 14 VP) The largest local union of the AFL, Progressive Mine Workers of America has voted in favor of withdrawing from the American Federation of Labor, local officers reported today. The resolution was adopted by the local at Gillespie, where the Progressives were founded in 1932 after a schism with the United Mine Workers. The Progressives got an AFL charter in 1936 and fought against the recent AFL readmission of the rival United Miners under John L.

Lewis. The resolution contained no men tion of whether the Progressives should become indepen'dent or seek CIO affiliation, said President James Campbell of the Gillespie local, embracing about 2,000 miners. Camp bell said the resolution will be sub mitted by the local's delegates to the Progressives' constitutional con vention in Springfield Feb. 25. The convention was called- by PMW President John Marchiando to determine possible action as a result of the United Miners' return to the AFL.

Wit. roughly a 20 per cent increase in The new scale would pay $1.15 an hour to operators of two man cars and 51.25 to operators of one man cars and buses. The current rates are 96 cents and $1.04. Unofficial computations show that the Increase demanded would add to surface lines expenses eijiht mil lion dollars a year. The elevated, granting a similar raise, would see its costs soar by an estimated two and a half millions.

Tension Cost Heavy Transit experts also have cited pension demands that would cost the surface lines more than a million annually and the anywhere from $250,000 up. Adding these burdens to the companies at present fares could have but one result: Neither company rould meet its expenses. That is not disputed. Both would need fare boosts. Figures for 1945 are unofficial, but the surface lines grossed more than 66 million dollars and paid out more than 40 millions for pay rolls.

Their earnings after city compensation and first mortgage interest about a million for compensation and 3.6 millions for interest! were not much more than a half million dollars. These figures show the lines "could not absorb nine million dollars more of expense with present fares. Wage Spiral Begun in '37 Labor cost began to shoot upward In 1937. Since that time, the company has increased Its annual bill for help by 14 millions a year; that is a matter of court record. A one cent fare raise in 1942 added only about eight millions a year to revenues: six millions less than enough to cover the increased labor bills.

uThe doing a gross business of 16 millions or less, has had to pay out an additional three and a half millions a year since 1940 for labor. It has had almost no earnings dur ing- a period of high traffic. Pay negotiations involving the us ually are undertaken after those with the surface lines are finished and its awards a-e similar. Igoe Ruling Today Observers comment the traction union is not rapacious that labor generally has been asking as much as 20 per cent often more the country over. Judce Michael L.

Igoe of federal Pitrict court is expected to rule today whether the bid of the Chi-rtigo transit authority for the surface and lines Is to be submitted to the security holders. If he says j-rs and the owners agree, the authority must borrow 90 million dollars with which to make the purchase. The only guarantee the lenders would have would be earnings of a combined company. Labor's demands must be fitted into a pattern that w'i; make the new securities an attractive investment, if the plan is to succeed. DEATH BEATS SERGEANT TO HIS BELGIAN BRIDE Olney.
