first packers and a member of the city's first board of public works. His father was head of the firm of George B. Carpenter Co, ship chandlers. Joined Clilcagro Law Firm. lie was graduated from Harvard university in 1S88 and from Harvard law school in 1891.

Returning to Chicago, he became a member of the law firm of Pence Carpenter, which continued until the death of Abram M. Pence in 1005. In 1906 he was elected a judge of the Circuit court and was reelected in 1909. In the same year he was appointed to the federal bench by former President Taft and was confirmed by the senate in January, 1910. In 1894 he married Miss Harriet Isham, daughter of Dr.

The couple celebrated their golden wedding anniversary last May at the Casino club. Since his resignation from the bench. Judge Carpenter had been associated with the law firm of Ten-ney, Sher-man, Rogers Guthrie, with offices at 120 S. La Salle st. In addition to his widow he Is survived by a daughter, Mrs.

Edward J. Bermingham; a son, George B. Carpenter, and two brothers, John Alden Carpenter, the composer, and Hubbard Carpenter. MRS. DEVRIES, WIFE OF MUSIC CRITIC, IS DEAD Mrs.

Hattie A. Devries, 72, wife of Herman Devries, music critic of the Chicago Herald-American, died last night in her apartment in the St. Clair hotel. A native of New Orleans, she studied violin and voice in Paris, and for many years was widely known in Chicago as a vocal teacher, having developed several con-cert and operatic singers. She was married to Mr.

Devries in 1904. In addition to her husband she is survived by a stepson, Rene, and a sister, Miss Blanche A. Van Buren. Private funeral services will be held today in the chapel at 200 E. Erie st.

FRED L. MILLS9 ESTATE VALUE SET AT $300,000 Fred L. Mills, 49, president of Mills Industries, Chicago, who died July 5 in a hospital in St. Charles, left an estate of $300,000 it was disclosed yesterday when the will was filed in Kane county Probate court in Geneva. Mr.

Mills lived near St. Charles. His widow, Isabell, and the First National Bank of Chicago were named executors of the estate in trust. Mrs. Mills, a son, Lt.

Fred L. Mills, and two daughters, Mrs. Mary Blower of Ann Arbor, and Marcia Isabell Mills of St. Charles, were named beneficiaries. REPORT DOCTOR INDICTED IN ABORTION CASE Dr.

Ellis G. Klinger, 67, of 149 W. 14th Chicago Heights, was reported named in a true bill charging abortion, which was voted yesterday by the grand jury. Leo Johnson, 25, of 673 W. C3d was reported named for statutory rape after investigation of a story told by a 14 year old Thornton girl that Klinger operated on her after she was taken to him by Johnson.

Mn. FrerJerich Arnd. Mrs. Blanche Bannister Arnd, 78, died yesterday in her home at 1408 Hinman Evanston. Sha was co-founder of the Benton house, a settlement on the south side of Chicago, and had coached more than 400 plays for social, church and civic groups during the 30 years she lived in Evanston.

She is survived by her husband, Frederick, an attorney, and a daughter, Marion. Services will be held at 3 p. m. tomorrow in a chapel at 1567 Maple Evanston. G.

Raymond Collins. G. Raymond Collins, 61, of 910 Clinton River Forest, a member of the law firm of Collins, McKenna McCullough, with offices at 38 S. Dearborn died Monday in his home, apparently of a heart attack. He was a member of the board of governors of th'e Amateur Athletic union and a member of the Illinois Athletic club.

Clara Ann Weigand, 68, a lifelong resident of Du Page county who died Tuesday In her home, 162 S. Kenilworth Elmhurst, will be held at 9:30 a. m. tomorrow in Immaculate Conception church in Elmhurst. Mrs.

William H. Robinson. LONDON, Sept. 13 (P). William Heath Robinson, 72, artist and humorist, died today at his home in suburban High Gate.

BOMB SHORTAGE REVEALED HERE BY WMC CHIEF The army and navy, short of many munitions, are rationing bombs "because there are not enough to go around on all the fronts," Charles M. Hay, deputy administrator of the war man power commission, told war man power commission, said in an interview in Chicago yesterday. "If the war against Germany does not end in 30 days, we may find that certain other items, including radar, truck parts and tires, and heavy ammunition, may be so scarce they also will have to be doled out in inadequate quantities to our soldiers and sailors," he said. Key was aboard a small English vessel when he wrote the poem. He had tramped the small deck of the craft thruout the night, watching the shelling of Fort Mc-Henry, unable to reach shore because he was under detention by British marines. Today the song is the anthem of the nation "The Star-Spangled Banner." It became official March 4, 1931, with the signing of a congressional bill by President Hoover. "To Anacreon Jn Heaven," the official song of the Anacreontic society of London, was the tune to which the poem soon was sung. The society was named in honor of Anacreon, Greek poet of love, pleasure, and wine, and withal a sober association of intellectuals.

George Dinneen, S. 78, pastor of St. Ignatius Catholic church. 6559 Glenwood since 1924, died yesterday in St. Francis hospital in Evanston.

Father Dinneen. a member of the Jesuit order for 53 years, was one of the founders of the Legion of Decency, organized to combat indecent motion pictures. He was born in New York state and was graduated from St. Mary's college, St. Mary's, where he later taught.

He also taught in Creighton university, Omaha, from 1893 to 1902, and in St. Ignatius High school in Chicago from 1906 to 1919. He founded the Loyola Community theater, in his parish, in 1927. The office of the dead will be read at 10 a. m.

Saturday in St. Ignatius church, and requiem mass will be said at 10:30 a. m. TWO MORE POLIO CASES LISTED; TOTAL NOW AT 95 Dr. Herman N.

Bundesen, president of the board of health, said two new cases of infantile paralysis were reported in Chicago yesterday, bringing the total for th year to 95, with four deaths. Fifty-nine deaths and 602 cases had been reported last year to Sept. 13. One new case, the 52d this year, was reported yesterday in Cook county outside of Chicago. The patient was the mother of a 13 day old baby in Evanston.
