CHICAGO'S NEED By CALEB CHICAGO has had the world's Eiost phenomenal and lusty growth springing as a colossus out of a wild mixture of prairie, pork, and pugnacity; confidence, culture," chastity, and corruption. This year our city is receiving congratulations and compliments from all over the world. But it has not always been so.

For a long time Chicago bore the cavilins of stop-and-chop critias. For a long time Chicago had to go hef own way grandly, oblivious to-all but' her purpose and her destiny. In 1843, Sarah Fuller said in print After sweeping over the vast monotony of the lakes to come to this monotony of land oh! it was too dreary for any but a Hollander to bear." William Ferguson in 1S56 and Edward Peckham in 1857 pecked away "The town has little character." Chicago is as mean a spot as I ever was in." In 1887, another author: "An overhanging pall of smoke; streets filled with busy, quick-moving people a vast aggregation of railways, vessels, and traffic of all kinds; and a paramount devotion to the Almighty Dollar are the prominent characteristics of Chicago." In 189S: "To the eye, the city appears abominable. I would not want to live there for anything in the world." And of our beautiful lake "I am inclined to believe that that spacious plain, cafe au lait in colour, which stretches along the edge of the city and which disappears in gray space, might be the lake." More recently Price Collier has been quoted Pork, not Plato, has made Chicago, and Chicago people have not arrived at a stage of civilization yet where they can with propriety or advantage change their allegiance." All the while these people, and hundreds more, criticized the superficial things which do not make or break a city or a civilization, Chicago was growing into a great and important center, thanks to a superbly strategic location and a spirit which cannot be downed. Chicago was doing more important things than taking seriouslv the ehidings and chafferings of other cities' citizens.

But our city is not yet made nor perfect. This Charter Jubilee year is a good year for all good citizens to renew their interest in civic affairs, and to help make Chicago in all ways worthy of her possibilities. This is Chicago's need. The cabinet lineup marks a turn ing point, for Caballero and former Foreign Minister Julio Alvarez del Vayo, the government's mainstays since the conflict started, are not The new figure of the day may'be A 1 v4 1 Ubxul Chicago- and the central west in fact the entire-country west of Indiana is relatively safe from the Dutch elm disease which has already caused the destruction of 2,000,000 elm trees in the immediate New York area, and is threatening the destruction of another million there. This was the agreed opinion yesterday of nursery men and entomologists in Chicago who have been carefully observing the eastern blight.

The story of the blight came out of Washington two days ago, warning the rest of the nation to beware of the disease. This story estimated that probably one billion elms, having a monetary value of $750,000,000, are in peril. Interest here was aroused, since Chicago has more than 200,000 elms, most of them shade trees, and Illinois has in excess of 36,000,000. Safeguarded, Says Expert. C.

L. May, Chicago director of the Davey Tree Expert company, said that Chicago and environs should not worry about the blight. It has already been pretty well localized in the east, he said, and moreover, nursery men here have been on the alert for years to keep it out of this area. One of Chicago's finest preventives against the blight, he said, is the fact that it is in a zone where the prevailing winds are westerly, against the source of infection. The beetles which cause the disease cannot therefore be wind borne here.

Mr. May said. So certain are tree experts that the disease will not be imported into Chicago they are planting huge elms and guaranteeing them for three years, Mr. May said. Clarence Godschalk of the Morton arboretum and Glenn L'.

Pierce senior nursery inspector for the state department of agriculture, agreed with Mr. May that Chicago elms are safe. Beetle Carries Disease. Mr. Pierce said that the disease was imported into the United States from England and Holland in 1925 in elm logs ordered by veneer manufacturers.

The disease was confined to the east, but later traced and eliminated in Indiana and Ohio areas. The disease is a fungus growth and its carrier is a tiny beetle which bores into elm bark. The fungus spreads rapidly, stops up the tree's circulation, causing the leaves and twigs to wilt and die. Some trees have been destroyed by the disease in less than SO days. The beetles themselves cannot fly more than a few feet, but can be carried to healthy trees by wind or other means.
