I Chicago Tribune, Saturday, May 10, 1975 18 Section 1 0 march to protest planned cuts in Chicago's Head Start programs ONE HUNDRED parents and children marched outside City Hall Friday protesting cutbacks in Chicago Head Start programs. The protesters picketed for an hour carrying hand-lettered placards demanding "'Where Has The Money Gone?" and "Don't Stop Head Start." Chicago school officials said last month that they had not received enough money from the Chicago Committee on Urban Opportunity which channels federal funds to public and private Head Start programs, to operate the program after June. Obituaries Joseph P. Wolfe Services for Joseph P. Wolfe, 65, vice president of Wilson Sporting Goods will be at 8:30 p.m.

Saturday in the Mizell-Fabille-Zern chapel, West Palm Beach. Mr. Wolfe, of 5044 N. Nordica died Thursday in Good Samarit an Hospital, West Palm Beach, where he also had a home. Mr.

Wolfe, an avid golfer, started with the Wilson firm in 1937 as a stock clerk and rose to vice president of professional golf relations. Surviving are his widow, Grace; a son, Glen; a daughter, Mrs. JoAnne Anderson; two grandchildren; two brothers; and three sisters. David L. Kreiter Private services will be held for David L.

Kreiter, 60, president and founder of Castcraft Industries, a graphic arts supply firm at 1100 S. Kostner Av. Mr. Kreiter of 88 S. Deere Park Highland.

Park, died Friday in Michael Reese Hospital. Mr. Kreiter was a onetime reporter for the City News Bureau, and served during World War II on Gen. Douglass MacArthur's staff in the Philippines. He is survived by his widow, Rhoda; three daughters, Shelley, Robin, and Mrs.

Susan Margolis; four brothers, and a sister. Mrs. Milton Horn Mrs. Estelle Horn, 69, of 1932 N. Lincoln a photographer and wife of sculptor Milton Horn, died Friday 1 in Augustana Hospital.

Mrs. Horn's pictures of her husband's sculpture appear in art books, art catalogs, and other publications. Before her marriage, Mrs. Horn James G. Moffat, assistant superintendent for government-funded programs, said Chicago had asked $3.7 million to operate the program for 3,600 inner-city preschoolers from September, 1974, thru next August.

But CCUO awarded the schools only $3.1 million. MOFFAT SAID that to keep the program going the school system has begun "the first wave" of cutbacks. Ninety-two teachers' aides will be reassigned from 83 Head Start centers to comparable positions in the school system by the end of next week. a ballet dancer in New York City. In addition to her husband she is survived by a sister.

Mrs. Bessie Lebovitz Mrs. Bessie Lebovitz, 82, of 5050 S. East End Av. died Friday: in Billings Hospital.

She was the widow of Hyman Lebovitz, a pharmacist. For 47 years before his death in 1967 the Lebovitzes operated a drugstore at 13127 S. Western Av. Surviving are a son, Marvin; five grandchildren; a greatgrandchild; two sisters. Services will be at 2:30 p.

m. Monday in the chapel at 6935 S. Stony Island Av. Sister Mary Azaria Flynn Mass for Sister Mary Azaria Flynn, 85, will be at 10:30 a.m. Saturday in Marian Hall, Dubuque, Ia.

A nun in the Congregation of the Sisters of Charity, Sister Mary Azaria taught school in Chicago at St. Mary's High School, 2044 W. Grenshaw from 1915 to 1970 when she retired to the mother house in Dubuque. She will be buried in Mount Carmel I Cemetery in Dubuque. Cordier P.

Binner Private services were held for Cordier P. Binner, who died Wednesday in Denver, where he moved 15 years ago. Mr. Binner, who was in the advertising business, lived in Winnetka until he moved to Denver. Survivors are his widow, Vera; two daughters, Mrs.

Dorothy Kelner and Mrs. Suzanne Doyle; nine grandchildren; one great-grandchild; and a sister. He said the school needs $445,000 in salvage money to keep the program going, but that he has had no response to his CCUO requests. Moffat said reassigning the teachers' aides may be the first of a series of cutbacks. "Right now we're just worried about operating the program until June 17 end of the current school he said.

ERWIN FRANCE, CCUO head, said Thursday night that the federal government has not given his agency enough funds 1 to run the Head, Start program properly. "We have $9,000 in salvage left from our citywide Head Start budget of $9.5 million," he said. The school board is one of 22 agencies receiving the funds, he said. "It is impossible for me to keep running this program year to year with the same level of funding as seven years ago," he said. "THE FEDERAL government has got to recognize the critical nature of our situation." Parents said they are planning another protest rally at 10 a.m.

State official rips 'ouster' by Walker By John Elmer Chicago Tribune Press Service' SPRINGFIELD, Election Board chairman Michael Lavelle, a Democrat, charged Friday that Gov. Walker acted improperly when he attempted remove Republican Frank Lunding Jr. from the board for "neglect of duty." Lavelle said both he and Lundy received a two-week extension of the deadline for filing economic disclosure statements on Wednesday, the same day the independent Democratic governor removed Lunding for refusing to comply with Walker's ethics order. The extension was issued by Walker's own board of ethics, and "'he violated his own rule by removing Lunding," Lavelle said.

Since then the Cook County Circuit Court has granted Lunding a temporary injunction blocking his removal. "AS FAR AS I am concerned, Lunding is still a board member," Lavelle said. "He's an honest, able guy." Lavelle said he plans to file his disclosure statement with Walker's ethics board, but will do so under protest. Convict counseling nearing goal WILLIAM H. TATE, a South Side printing firm executive, was honored Friday as the 150th.

volunteer in the Challenge Program, which aids exconvicts returning to society. The Challenge Program, an agency of the SAFER Foundation, 343 S. Dearborn has a goal of recruiting 300 volunters. Each would assist and counsel former convicts thru the experience of returning to freedom, according to Robert R. Lucas, program coordinator.
