Chicago Tribune, Thursday, May 12, 1977 Section 2 15 KOCH Obituaries NABOROWSKI SNEEN U.S. seeks aerosol ban in two years And as of April 15, 1979, no spray product containing a fluorocarbon pro-pellant may be introduced into interstate commerce. Existing products on store shelves at that time may be used up, however, and there will be no recall. In addition, there will be 'warning labels advising users of the presence of fluorocarbons during the time before the ban. Before the controversy over fluorocarbons eroding the Earth's protective ozone layer, about one half of the 2.4 billion aerosol cans sold in the United States each year were powered by fluorocarbons.

The industry says the proportion has now dropped to about 30 per cent. FDA Commissioner Donald Kennedy said estimates of a potential reduction in the ozone layer range from 2 per cent, which could cause about 12,000 new cases of skin cancer, to 20 per cent, which would lead to 120,000 new cases eachyearv "THE FDA BELIEVES that even a 2 per cent reduction of the protective ozone layer is intolerable," he said. The proposed action would end about 60 per cent of all fluorocarbon emissions in the country. The remaining 40 per cent is used in closed systems such as air conditioners and refrigerators. WASHINGTON UPI-Citlng a potential increase in skin cancer of 120,000 cases a year, the government Wednesday proposed a phaseout of fluorocarbon gas in aerosol sprays leading to a com plete ban two years from now.

It said the action may save consumers anywhere from $58 million to $240 million a year in lower prices because spray products propelled by gas other than fluorocarbons sell for lower prices. But it said the aersol industry may lose from $169 million to $267 million a year for each of the four years after the ban takes effect. Evidence indicates fluorocarbons contribute to a breakdown in the Earth's ozone layer shield, allowing more of the sun's cancer-causing ultraviolet rays to penetrate the atmosphere. The Food and Drug Administration, the Environmental Protection Agency, and the Product Safety which together regulate the various types of consumer aerosol sprays, said the first step in the ban will be that as of Oct. 15, 1978, no company may manufacture fluorocarbons for use in aerosol products.

Haffner, 76, an attorney in the firm of Haffner, Grow, Overgaard, and Bergloff, 134 N. LaSalle died Wednesday in Sherman Hospital, Elgin. Mr. Haffner, who resided at 603 Summit Barrington, graduated from Harvard College in 1923 and from Harvard Law School in 1925. He was a founder of St.

Mark's and St. Michael's Episcopal churches, both of Barrington, and of St. Simon's Episcopal Church, Arlington Heights. Survivors include his widow, Adelaide; two daughters, Mrs. Nancy Larson and Mrs.

Edith Fitts; a son, Phillip; a brother; and a sister. Services will be at 2 p.m. Friday in St. Mark's Episcopal Church, 337 Ridge Barrington. Phillip Gallivan Jr.

Services for Phillip Gallivan 45, a retired Evanston police dispatcher, were held Wednesday in St. Athanasius Roman Catholic Church, Evanston. Mr. Gallivan, of 1929 Noyes St. in the suburb, died Monday in his home after a four-year illness.

He is survived by his widow, Janet; his mother, Mrs. Maryan Gallivan; and a sister. A memorial fund for kidney research is being established in Mr. Gallivan's name. Edward E.

Knourek Services for Edward E. Knourek, 85, world pole-vault champion in 1916 when he seta record of 12 feet 6 inches, will be at 10 a.m. Friday in the chapel at 4007 Joliet Lyons. Mr. Knourek of 4545 Fisherman Lyons, died Tuesday in a Berwyn nursing home.

He was the Amateur Athletic Union pole-vaulting champion for several years and1 a 1920 bronze-medal winner for the United States at the Olympic Games in Belgium. He retired from active competition in 1924. Mr. Knourek was founder of the American Machinery Exchange, 2044 W. Lake a firm manufacturing and dealing in woodworking machinery.

He is survived by two daughters, Helen Kotzum and Ruth Hofmann; three grandchildren; and two The Rev. Chester Bawelek Services for the Rev. Chester Bawelek, 68, assistant novice master for the Congregation of Resurrection Fathers, will be at 10 a.m. Saturday in St. Hyacinth Catholic Church, 3635 W.

George St. Father Bawelek, an assistant at St. Hetfwig Church, 2226 N. Hoyne and for the last few years a resident of St. Anthony's Home in Crown Point, died Sunday in Crown Point.

He is survived by two sisters. Dr. Alfred D. Kamin Services for Dr. Alfred D.

Kamin, 77, a retired Loop dentist, will be at 9:30 a.m. Friday in the chapel at 1300 W. Devon Av. Dr. Kamin, who lived at 2637 W.

Lunt Av. and retired in 1970, died Tuesday in a North Side nursing home. Surviving are his Belle; a daughter, Helen Keyser; two brothers; and a sister. Sidney A. Weiss Sidney A.

Weiss, 63, of 30 E. Elm died Wednesday in Henrotin Hospital. He was the president of Imperial Pearl Syndicate, 444 S. Jefferson until his retirement in 1974 and was associated with the firm 25 years. Mr.

Weiss, a member of the 24 Carat Club and past president of the Jeweler's Division of the Jewish United Fond, was a veteran of World War II. Surviving are two daughters, Mrs. Andi Kosnar and Mrs. Barbara Ballard; four grandchildren; a brother; and a sister. Services will be at 11 a.m.

Friday in the chapel at 5206 N. Broadway. Abraham H. Polonsky Abraham H. Polonsky, 72, owner and operator of the A.

H. Polonsky Insurance Agency, 5045 W. Oakton Skok-ie, died Wednesday in a Phoenix, hospital. Mr. Polonsky, who operated the insurance agency for more than 40 years, was a longtime resident of Chica- -go and Skokie before moving to Phoenix.

He is survived by his widow, Helen; two daughters, Mrs. Enid Miller and Mrs. Sheila Schnitzer; two sisters; and four grandchildren. Services will be held at 1 p.m. Friday in the chapel at 9200 Skokie Skokie.

99th died Monday in Little Company of Mary Hospital, Evergreen Park. The son of a Louisiana farmer, he worked as a railroad porter, foundry molder, and salesman and collector for a phonograph firm before founding the Star Detective and Security Agency here, in 1945. He is survived by his widow, Offers to help burned child, 6, come too late NORFOLK, Va. AP-Hundreds of offers to help 6-year-old Kathy Thornrose, severely burned while playing with a cigaret lighter, have come too late. Kathy died Tuesday night, less than 24 hours after skin had been taken from a dead woman for a temporary graft it was hoped would buy time for the little girl to gain strength.

"Her deterioration came as a surprise; she had seemed stronger during the morning," said Dr. Wilcox Ruffin, chairman of (he burn unit at Norfolk General Hospital, at a news conference Wednesday. He said the immediate cause of death appeared to be pneumonia, a common killer of burn victims. Kathy had suffered bums over 45 per cent of her body in the accident March 24. RELATIVES OF a woman about 60 years old who died of a heart ailment at the hospital Monday night donated her skin for Kathy, and a graft operation was planned for next week.

Kathy's body had rejected grafts of her own unburned skin, so Ruffin appealed Monday for skin from a cadaver. Several skin banks had frozen skin, but he said fresh skin was preferred. News accounts of the physician's plea were carried across the country. A hospital spokesman said 400 to 500 persons called, offering to donate their own skin for the child. Kathy's mother, Patricia Thornrose of Virginia Beach, said she and her husband, Howard, a Navy man assigned to the aircraft carrier America, were moved by the public response and say they hope it has Increased awareness of the need for skin donations.
