SHerwood 1-1400. ASKS COLD WAR TOUGH' POLICY Assails 'No-Win' Plan of Government A "get tough policy" in the cold war with Russia, was urged yesterday by Sen. Strom Thurmond N. v.ho charged that the United States is "playing patty-cake with communism" with our present, "no-win" stand. He defined the no-win policy as daring not to win in the war with the Communists for fear we may lose.

China, Korea, Hungary, Tibet, the Congo, Laos, Cuba, and the Berlin wall are all examples of this, he explained. Given Different Name Speaking on the radio forum of Clarence Manion, he said the no-win policy has appeared under the guise of "letting the dust settle" when the communists took over China, and since then it has been called "containment, accommodation" and even "the policy of the ostrich." Sen. Thurmond said there are two basic ingredients of such a policy, fear and naivete. Lists Misconceptions He listed five misconceptions upon which our no-win policy has been based. 1.

Our planners still believe the Communists caff be trusted and want peace. 2. They forget or ignore the fact that we are dealing with in ternational communism and naively negotiate with Russia without binding the real control apparatus, the international movement. 3. They fear world opinion or soviet propaganda so much that they never act, only react thus we dance to the tune the Communists want to play.

4. Our planners are not as concerned with the ideological differences between the two systems as with the military, aggressive nature of the communist threat, thus we are losing this cold war, the war for the minds of men. 5. They plan on getting around this military, aggressive nature of the communist threat by relying on the leopard to change his spots on his own volition. Since Americans are demanding that we change to a "win" policy, and since our survival makes a cold war victory absolutely necessary, the government should now get tough, Sen.

Thurmond said. E. J. FLEMING, EX-PROSECUTOR AID, DIES AT 57 Edward J. Fleming, 57, who served as an assistant state's attorney under members of both major political parties died yesterday in his home at 2514 Sheridan Evanston.
