Hilliard, county director of public aid, said yesterday that Police Supt. 0. W. Wilson was "doing a little guessing" Tuesday when be said a good share of policy receipts comes from welfare funds.

Wilson made the statement at a hearing of the Illinois Crime Investigating commission. Hilliard said that if Wilson's appraisal were true, caseworkers would be aware that welfare recipients were diverting, money from such necessities as food and clothing. 95th Miscellaneous COUNTY'S SCANDAL OVER VOTING GROWS Alterations Found in 2 More Precincts BY JOHN HAYES Election judges of two more precincts told the Lake county canvassing board yesterday that the figures they wrote on official tally sheets in the race for the Republican nomination for coroner had been altered. All five election judges of Vernon township precinct No. 3 testified under oath that their official tally sheet record showed 229 votes for OrviHe Patl Clavev and 1B1 votes fnr noDerc 1 Mickey aabcox, who has been the Lake eountv cor oner for 12 years but was upset Dy uavey in the primary Tells Altered Figures Garfield R. Leaf, Lake county clerk and head of the county canvassing board, said the figures had been altered on the tally sheets to show 129 votes for Clavev and 229 for Babcox. Four of the five election judges in Shields township, precinct No.

9 said that on their tally sheets they recorded 199 votes for Clavey and 116 votes for Babcox. These had been altered to show 84 votes for Clavey and 226 votes for Babcox. The canvassing board voted to accept as the correct vote the figures given by the precinct judges. On Tuesday the board did the same thing in the case of two other precincts in which the official tally sheets had been changed to favor Babcox. Clavey Gets 20,575 Altho the board has not yet issued a proclamation on the winner of the election, the official tally now shows 20,575 votes for Clavey to 19,861 for Babcox.

Babcox said the changes on the tally sheets, made while the tally sheets were stored under 24 hour guard by deputy sheriffs in the courthouse at Waukegan, were made "in a move to discredit me, not to assure my election. "I have no idea who did this if it was done but we are going to make an effort to find out," he said. "I intend to ask for a special grand jury and a special prosecutor to go into the election thruout the county. I know, of things happening in many precincts, and I am willing to go before the grand jury and tell what I know." MAYOR SEES CALUMET CITY REFORM GAIN Calumet City by instigating necessary reforms is overcoming the sordid aspects of its reputation and will develop into the largest commercial center in south Cook county, Mayor Joseph Nowak told a youth group last night. The mayor said the city council is expected at tonight's meeting to approve the annexation of 100 acres at 159th street and Torrence avenue to enable Sears, Roebuck Co.

to build a shopping center. Nowak said the center will improve business for all Calumet City enterprises by attracting shoppers from thruout south Cook county. He said it will also ease the city's tax problems, enabling it to lower school bond issues and improve the city's water system. The latter project will lead to a lowering of fire insurance rates, he added. Nowak addressed the Kiwanis Key club, all students at Thornton Fractional North High school, in the Tabu restaurant, 614 State Line rd.

Police said a reading of .150 is considered in testing of motorists, to indicate a person is under the influence of liquor. On April 16, Louda submitted his resignation to Police Supt. Orlando W. Wilson, giving as a reason his dislike for working the 4 p. m.

Mercer, who presided over the jury trial of the four gangsters in Peoria, erred in his instructions to the jury. BUILDING PROBE Ralph Kaplan, chief county building inspector, resigned and a field inspector was fired yesterday in the wake of an investigation which revealed irregularities in a building permit issued to the Embassy motel in Franklin Park. Seymour Simon, county board president, said that Kaplan also was part owner of a building corporation which leased facilities to a strip tease joint. The field inspector, Sam Winer, was discharged after he admitted he failed to enforce county building code regulations during construction of the motel at 2930 Mannheim rd.

Exceeds Maximum Units Simon said that under building code ordinances in effect in 1959 when the motel was built, the facility was allowed a maximum of only 100 apartments. However, the motel has 250 apartments in addition to 140 motel rooms. The total of 390 units is still illegal under the code put into effect in 1960. The motel is owned by the Crown Construction company, 5434 Fullerton which lists D. B.

Kaufman as a partner. The buildings are valued at 2 million dollars. Simon said he fired Winer, an inspector, after Winer acknowledged that the motel was improperly constructed and refused to answer other questions. Winer, who was in charge of inspection of the motel, was sponsored for the job by the 24th ward Democratic organization. He started on the job in 1959.

Knew of Violation "He indicated to me that he knew the construction was improper but that he still did not enforce the building regulation," Simon said. "He denied receiving any payoffs for overlooking the regulations." The county board president said he would continue the in vestigation to determine if there is any evidence of illegal conduct committed by Winer or Kaplan. Kaplan offered no reason for his decision to quit. He was part owner in a building corporation along with Erwin R. Horwitz, who resigned his post last week.

They are among 14 members of a land trust owning the building at 754 S. Wabash av. The ground floor of the building was occupied by Eddie Foy's club until March 21 when internal revenue service of ficials padlocked it and seized the property for failure of the owners to pay excise taxes.
