Panel Asks More Aid for Poor Nations New York, Feb. 22 (-Every one in the world would pay sales tax on certain home appliances and some luxury items to help poor countries under a proposal before the United Nations. The tax would be a half of one per cent on automobiles, private planes, pleasure boats, television sets, refrigerators, washing machines, and dishwashers. The proposal is in one of the reports scheduled for discussion before the preparatory committee for the 2d United Nations development' decade, which starts an 18-day session at this headquarters Tuesday.

Panel of Experts The report is from the committee for development planning. The committee is composed of economic and statistical experts under the manship of a Nobel prize-winning economist, Prof. Jan Tinbergen of the Netherlands. Tinbergen's committee says it has examined a proposal for a world solidarity contribution aimed to involve the common man everywhere in endeavors to solve the formidable problems faced by the poor and handicapped nations. It says this contribution would be based on the consumption of a limited number of goods, the "possession of which is at present indicative of the attainment of a relatively high standard of living by the purchaser." Gives Examples The committee gives examples of the kind of goods it means, ranging from planes down to dishwashers.

It explains that the contribution would be assessable at a uniform rate of 0.5 per cent of their purchase price and would be collected by the tax authorities of each country and on their own responsibility. It suggests that governments make pledges to collect the tax in connection with the 2d development decade, 1971-80, and should give the money annually to any international development organizations they might choose from a list adopted by the U. N. general assembly. The report, just issued, says that a majority of the committee members supported the proposal in their private session here Jan.

5-15 but some expressed doubts. Accordingly, the report urges that a feasibility study be undertaken on the project as soon as possible. Previously, Ghanaian Delegate Jacob Botwe Wilmot, in the assembly's economic committee Nov. 25, 1966, suggested a direct international development tax on national incomes, personal incomes or sales of air line tickets, gasoline or alcohol. James Roosevelt, then a United States delegate, called the suggestion "very 2d Chance Told If the "world solidarity contribution" gets nowhere in the committee, it will have another chance in the economic and social council, which will take final action on the report in a Geneva session July 1-31.

Meanwhile, the Committee must seek to agree on its own recommendations as to economic targets for the development decade to be set by the assembly next fall. Its full membership is 54 countries, but the Soviet Union, Byelorussia, Bulgaria, Poland and Romania boycott every meeting because West Germany was made a member when the committee was formed a year ago. He was listed in serious condition, with a punctured lung and face cuts. 43 Chicago's DEAD, 1970 Toll Traffic 5,314 INJURED Up to midnight Saturday, 79 persons had been killed in traffic accidents in Cook county since Dec. 31.

Of those, 43 were in Chicago, where 5,314 persons were injured in the same period. The Rev. Albert B. Coe Buckner Services for the Rev. Albert Coe, 81, internationally known retired minister who was pastor of the First Congregational church in Oak Park from 1930 to 1949, will be held Wednesday in Boston.

The Rev. Mr. Coe died In Saturday 1920s, in Co- he lumbus, opened 'a psychiatric clinic for emotionally troubled members of his congregation in Connecticut. He was chairman of the Conscientious Objectors' Information Bureau of Greater Chicago during World War II. He also was a leader in the merger of the Congregational Christian and Evangelical Reformed faiths to form the United Church of Christ.

Surviving are his widow, Katherine; two sons, the Rev. Coe and the Rev. Buckner Coe, who formerly was pastor of the First Congregational church, Wilmette; and a daughter, Mrs. Burton Throckmorton, George R. Quin George R.

Quin, 82, former president of the Central Realty and Investment company and member of the Chicago real estate board, died yesterday in Evanston hospital. Mr. Quin, of 339A Greenleaf Wilmette, was president of the investment company from 1915 to 1960. He is survived by his widow, Martha. Mrs.

Bertl Borack Mrs. Berti Borack, 54, part owner of the Munchner Hoff restaurant, 3700 N. Clark died yesterday in Cuneo hospital. Mrs. Borack, who lived at the restaurant address, was in the restaurant business for the last 10 years.

Surviving are her father, Carl Frohschammer; a brother; and a sister. Mass for Mrs. Borack will be said at 10 a. m. Wednesday in St.

22 The Kremlin today professed astonishment at President Nixon's suggestion that the Soviet Union may seek predominance in the Mediterranean. Viktor Mayevsky, commentator for the Communist party newspaper Pravda, said today that against the background of "America's role! as patron of Israeli aggressors one can only be astonished at the assertion in President Nixon's message that the Soviet Union strives es for predominance" in the Mediterranean. However, since the President three days ago warned he would view such a development with grave concern, the Kremlin has expressed increased interest in both ends of the Mediterranean-Cyprus in the east and Morocco in the west. Russia has expressed strong support for "Cypriot patriots struggling against NATO Atlantic Treaty intrigues" and announced the start next week of talks on widening economic and technical cooperation with Morocco. Pravda today said Secretary of State William Rogers' recent visit to Morocco and Tunisia was an effort to strengthen American influence there.
