Plan Shiny Embassy for Kosygin BY EUGENE GRIFFIN of Canada Tribune Press Service OTTAWA, Oct. 2-The Russian embassy was condemned as ugly when it was built but will be as attractive as money can make it when Soviet Premier Alexei Kosygin arrives here on Oct. 18 for a visit. A contractor estimated that the Russians are spending 000 or more on new furnishings, fresh paint and new grass to transform their forbidding looking diplomatic base into a thing of beauty. moors are being sanded and polished, walls painted, trees pruned, shrubbery planted and new sod is replacing old behind the high iron fence that encloses the grounds.

A brick wall also shuts in a greenhouse and garden where the Russians grow their own vegetables, including sweet corn. Kosygin, the first Soviet premier to visit Canada, will tour the country for a week after a round of receptions in Ottawa as the guest of Prime Minister Pierre Trudeau. Soviet Ambassador Boris P. Miroshnichenko, who lives in the embassy, has 31 officers on his diplomatic staff. The United States has 34 officers at its embassy of Renaissance style architecture on Wellington Street facing Parliament Hill.

The Russian embassy was built in 1956 at a cost of $340,000 after fire destroyed the former embassy, an old mansion in the Sandy Hill district which the Soviet Union had purchased in 1942 from the estate of an Ottawa lumber baron. A city council building committee criticized plans for the new embassy, a squarish, three-story structure, as "disappointing and dull." The Federal District Commission also attacked the design, especially its "dull arrangement of windows." The commission said that the Russian building created a monotonous and unhappy effect in its neighborhood. Both the old and new embassies have been publicized as spy centers, starting with the exposure of the first Russian spy ring in Canada in 1946 by Igor Gouzenko, a cipher clerk who defected from the embassy with a quantity of evidence. In 1965, after Canada had expelled two Russian diplomats because of espionage activities. Halt Alaska Land Deal, Nixon Told WASHINGTON, Oct.

2 (UPD- Conservationists asked President Nixon today to help stop legislation intended to give 55,000 Alaska natives almost $1 billion in cash and 40 million acres of land. The money and the land would be given the Eskimos, Aleuts and Indians in settlement of their historic claims to the huge state that was bought from Russia in 1867 for only $7.2 million. The legislation, two versions of which have passed congressional committees, was declared a "raid" on the public lands in a letter sent to Nixon by the leaders of a dozen national conservation organizations. The letter was written Sept. 30 and made public today.

Pushed by Exploiters The conservationists said the bills were being pushed by speculators and exploiters who would benefit even more than the natives because the legislation would pave the way for "unrestricted exploitation of America's last frontier." The letter charged that the interests of the nation as a whole were given the lowest priority in the legislation. Minerals would be leased or given away under "inadequate public land laws," the letter said, and thousands of acres would be eliminated from national wildlife refuges. "We believe a raid upon the public domain of Alaska must be prevented," the letter said, "and we call upon you to use the power and prestige of your office to help stop it until these defects can be corrected." Similar Criticisms Told Similar criticisms were expressed by Rep. John P. Saylor in a lone dissent to a report by the House Interior Committee recommending passage of a bill to pay the natives $925 million and 40 million acres of land to settle their claims.

Saylor's chief criticism was failure of the committee to 1 require comprehensive land planning before land is turned over to the natives and to the state of Alaska under provisions of the Statehood Act of 1958. Fire Sweeps House; Woman, 93, Rescued By JOE MORANG A 93-year-old woman, her hair singed by flames, was carried gasping for breath from her blazing basement apartment early yesterday by a youth who smashed a window to reach her. Mrs. Elizabeth Tennie had lived in the small frame house at 3130 S.

Emerald Av. all her life, neighbors said. She was not seriously injured in the blaze. Hero May Get Award But she would not be alive if it had not been for Kevin Hoban, 18, of 3134 S. Emerald, said Capt.

Neighbors told police that they saw two white youths fleeing from under the back porch of Mrs. Tennies' home moments before the fire broke out. They roused residents of the house and led them to safety.

However, everyone had forgotten about Mrs. Tennie until Hoban arrived at the house. Flames Block Stairway He quickly realized that Mrs. Tennie was still in the burning building. He smashed a basement window because the stairway was blocked by flames.

They said damage to the house was extensive. A fire roared thru a building yesterday at 1841 N. Halsted scene of numerous fires since it was abandoned several months ago. The blaze spread to a front building on the same lot from which 12 persons were evacuated. The building was only slightly damaged.

'2-Gun Colorful Ex-Policeman, Dies Sylvester Washington, 65, retired Chicago policeman famed for wearing two pearl-handled revolvers and having killed nine men in his police career, died, apparently of a heart attack, yesterday in his home. Washington was a policeman for 18 years. He joined the department in 1933 and was promoted to the rank of detective in 1942. By 1944, he had killed nine men in the line of duty. Retired Early In 1951, Washington was one of five policemen of the Wabash Avenue District questioned about policy wheel operations by the county grand jury.

Later that year, he retired on a disability pension at the age of 45. During the grand jury investigation, he testified he was driving a $3,600 Cadillac and had purchased a $40,000 six-flat building with a deposit of 000. His police salary at the time was $3,900 a year. He was considered the bestdressed policeman on the force, he told the grand jury. He testified that "friends" had lent him the $20,000 for the apartment building and that a tailor made his suits at no charge.

Nader suggested in return that Rep.

Chet Holifield was "wined and dined" by two major government contractors. The angry exchange stemmed from a bill to set up an independent federal agency to represent consumer interests, now being considered by the House Government Operations Committee which Holifield heads. "Stripped of Protection" Nader has charged the measure was stripped of its major protective features. Holifield retorted in an interview that Nader, an independent consumer advocate, was more interested in headlines than effective legislation. "I was personally lobbied by this man- thru phone calls at home and office -more than I've been lobbied by anyone on anything for 10 years," the congressman said.

"Nader's method of opposition is to continuously make derogatory charges against any person of prominence that comes within his rifle sights. A new charge every day gives him a new headline. "This is a time proven method of obtaining publicity, practiced at one time by Sen. Joe McCarthy. Mr.

Deny Bail to 2 Men in Killing of Cop Two men charged with murder in the slaying of Patrolman William H. Johnson, shot to death last Sunday in front of his home at 344 S. Hamlin appeared in Holiday Court yesterday and were ordered held without bond for appearance in South Felony Court tomorrow. Police said the two, David Sanders, 31, of 3933 W.

Flournoy and James Willie Woods, 23, of 1853 S. Avers had signed a statement saying they had tried to hold up Johnson to get money to buy heroin. The men were arrested Friday after an investigation by a dozen Maxwell Street homicide detectives. Sent Home Feeling Ill Johnson, 38, who worked the midnight patrol in the CabriniGreen housing project, was found dead next to his 1971 Cadillac, which was double parked with its blinker lights flashing. He was dressed in civilian clothes.

Johnson, who had been shot once in the chest, had been sent home earlier in the evening when he complained of illness. Sanders was arrested at 4330 W. Jackson on a warrant charging him with the robbery of a jewelry store, police said. Under interrogation, he became suspect in an attempted armed robbery in the 5100 block of Maypole Av. Bullets Prove Similar A bullet used in the Maypole robbery was found to be similar to the one that killed Johnson.

Confronted with this, Sanders implicated Woods, who was arrested in his home. Johnson was the fifth policeman shot to death this year. A neighbor, Marshall Stith, 50, said he was sitting in his living room at 2 a. m. when he heard several shots.

Moments later, a young woman knocked at his door and told him a man had been shot. Stith ran outside and found Johnson. Robbery was first ruled out as a motive in the slaying because Johnson had $18 in his pockets and his car was not taken. Police later called it an unsuccessful robbery attempt..
