Municipalities and sanitary districts then would have to contribute only 20 to 25 per cent of the total cost, Klassen said. Now, he noted, local governments must provide up to 70 per cent of the money for such facilities. Can Be Fined Klassen said that state-federal water quality standards must be met by 1972, and that municipalities or sanitary districts which fail to meet that deadline can be fined up to $10,000. He also noted that bis agency is empowered to halt construction of new sewers to curb pollution, thereby stopping residential and industrial expansion. "It is unlikely that in the future it will be any cheaper to start these construction projects with costs rising 10 per cent each he said.

"It's not a question of whether cities should enlarge and upgrade the waste treatment plants; it is a must," Klassen said. "The only real question is whether the cities want to raise 70 per cent or 20 per cent of the costs locally. The choice can be expressed Nov. 3." hurst. Mrs.
