and Theodore L. Samson Liph Rites-for "Samson Liph, 68, retired manager' of the Jewish Agriculture society, were held yesterday in Los Angeles, where he died Friday morning. He was manager of the Chicago office, 130 N. Wells st, for 34 years, and managed the Vineland, N. office for two years until his retirement six months ago.

The society helps Jewish farmers settle in the middle west. He leaves his widow, Bella, and a daughter. Mrs. Le-nora Kalish. IKE, DEMOCRAT LEADERS AGREE ON AID PROGRAM Find 'Wide Area' for 'Bipartisanship' BY ROBERT.

YOUNG Chicago Tribune Press Service 1 Washington, April 30 President Eisenhower and Democrat congressional leaders today arrived at what was described as "a wide area of agreement on the administration's foreign aid program. The President invited Sen. George chairman of the senate foreign relations committee; Sen. Smith N. a ranking committee member; Rep, Richards S.

CJ, chairman of the house foreign affairs committee, and Rep. Chiperfield top Re-prblican on the house committee, to talk over the foreign aid program in Mr. Eisenhower's White House living quarters at a closed session late in the day. The congressmen discussed foreign aid with the President and State Secretary Dulles for nearly IV2 hours. Coyer Entire Program After the meeting, Georgfj told reporters the discussion covered the entire aid program.

Particularly discussed, he said, was the pending administration bill proposing foreign aid of 4.9 billion dollars for the coming fiscal year beginning July 1 and containing the provision for committing the United States to help nations overseas for several years ahead on a definite rather than a year-to-year basis. The long-term commitment provision is the controversial feature of the bill. After the meeting, George and Richards told reporters of the agreement. George said the ideas on foreign aid advanced by Mr. Eisenhower, Dulles, himself and the other congressmen "seemed to in harmony and easily to be adjusted one to another." He added there appeared to be no "irreconcilable differ- ences.

Along this line, George said after the White House meeting that he was convinced the "bipartisan program in our national affairs is one of the things that has persuaded Russia to move more cautiously and to change her methods. Whisler, 89, of 340 N. Austin Oak Park, died yesterday in his home. He retired in 1936 as president of the Akron Tire and Vulcanizing company, which he organized in 1906. He installed the first pneumatic tires on a Haynes Apperson automobile which is now in the Smithsonian institution. He leaves his widow, Lois, a son, Samuel an executive of Motorola, a brother, and a sister.

Oppenheimer Arthur M. Oppenheimer, 75, of -223 E. Delaware died yesterday in his home. He was president of the Consolidated Ribbon and Carbon company, manufacturer of carbon paper and typewriter ribbons, which was founded in 1893. He leaves his widow, Helen; a son, 'Ar thur Mayer; a daughter, Mrs.

Chamberlain Denver, April 30 () 'Wil liam A. Chamberlain, 65, who retired last October as assist ant auditor of the Denver Post, died yesterday. He was the father of Charles Chamberlain, an Associated Press sports writer at Chicago'. Other sur vivors include the widow, Olive, and his 'mother, Mrs. Bertha Chamberlain of Hope, Ark.

Ritter von Leeb AUSBURG, Germany, April 30 UP) Former German Field Marshal Ritter von Leeb, 78, died here yesterday after a long illness. He was considered one of the German army's leading defense strategists, but retired in 1942 after a clash with Hitler over Russian 'campaign policies.
