committee. The backbone of the new system will be the formation of health care corporations which would organize all health resources in a given area to provide comprehensive care to all residents of the area. The plan would organize doctors, dentists, pharmacists, hospitals, nurses, medical schools, health departments and all other groups and institutions under the umbrella of the health corporation. Provides Better Care Residents of a certain region would then have access to all the resources of the corporation. This would provide a higher level of medical care than had been available, Perloff said.

Perloff called for the passage of federal legislation' covering the benefits to be provided under the new program and the adoption of federal regulations that would permit the establishment of state health commissions to regulate the health corporations.
