Finch of the health, education and welfare department it would not accept President Nixon's welfare reform plan in its present form. Abruptly suspending hearings on the House-passed measure, the committee told Finch to come back in two to four weeks with a completely rewritten proposal.

Guaranteces an Income Nixon's plan would guarantee every family of four an income of betweeen and $3,920 a year depending on state aid Robert Finch programs if the head of the family were willing to work or take job training. But Committee Chairman Rus sell B. Long La. told Finch that a "disincentive to work" must be purged from the bill before the committee would accept it The harried-looking Finch was in the midst of his third day of defensive testimony on the legis lation when Long, after whispered consultations with his col leagues, closed the hearing and went into a private meeting with Finch. Forms Special Group Later in the (lay, Finch an nounced in a statement from his press office that the adminis tration was forming a special White House committee to decide how to meet the committee's request for revision.

Presidential Assistant John D. Ehrlichman will head the committee and it will include Labor Secretary George P. Shultz, Budget Director Robert P. Mayo, Presidential Coun Selor Daniel P. Moynihan, and Finch, "We expect to have proposals ready within a matter of a few days and I do not expect these further studies to delay significantly the progress of family assistance thru the Congress for enactment this session," Finch said.

Finch Brings Figures Because many local, state, and federal aid-to-the-poor programs cut off benefits when a family's income reaches a specified level, it would be possible, under the administration bill, for a family to have more income if it had small earnings than if it increased its earnings. Figures supplied by Finch yesterday showed this to be so. They showed, for example, that in Wilmington, a hus-bandless mother of three working part time and earning $1,000 could, thru government aid, bring her family's income to $4,187. But the same family's income would fall to $4,035 a net loss of $182 a year if the woman worked full time for $3,920 a year. When hearings began Wednesday, Finch called the bill "sensible tho revolutionary." By yesterday, he conceded that Clark and North Ave.
