Otto Kerner promised state labor leaders yesterday that Illinois will have a min imum wage law in 1965. He based his pledge on a prediction that elections next year will bring about a change in the composition of the State Senate that will enable this to be done.

Besides hearing Kerner, the Illinois State AFL-CIO vowed to back the civil rights campaign, financially and in every other way. More than 2,500 delegates are attending the sixth annual convention or the federation at the Conrad Hilton hoteL. The governor, who has been criticized by some labor leaders because he vetoed several of their pet bills, was greeted with polite applause when he arose to tell of his plans to fight unemployment and other problems. Other political leaders had been greeted with ovations. Vows Aid in Wage Drive Kerner took note of the labor federation's drive to get a minimum wage law that will provide a base, or a $1 base if the higher figure cannot be achieved.

Then the governor said that labor will reach its goal, with his backing, when the General Assembly meets again in 1965. The main goal of his administration, Kerner added, is to obtain the fullest and most prosperous employment level in the state. He said Illinois has been doing better than other states in solving the unemployment problem, and will continue to make strides under his program to create more jobs and put unemployed back to work. At this time, Kerner said, more men and women are working in Illinois and earning higher wages than at any time in history. He added that the state's unemployment rate is consistently below the national average.

Cites AO-Time Record In August, Kerner pointed out Illinois achieved an all-time record of 3,632,100 persons working. This was 12,000 more than in July and 40,000 more than in August of 1962. There also has been a cor responding reduction in the number of unemployed persons, Kerner said. In August, he add ed, the total was 180,000, a drop of 10,000 from July. Illinois now has 4 per cent of its labor force out of work, which is well below the national rate of 6.4 per cent, he said.

Reuben G. Soderstrom, fed eration president, called for an all-out campaign to aid the civil rights program after delegates heard a talk by the Rev. Ralph D. Abernathy, treasurer of the Southern Christian Leadership conference. The Rev.

Mr. Aber nathy substituted for the Rev. Martin Luther King civil rights leader, who was detained in Birmingham. Receives $1,000 Donation Abernathy, who received a standing ovation from the delegates, was presented with a $1,000 check by Soderstrom as part of the federation's finan cial help to the civil rights fight. Abernathy warned that Ne groes in the United States are in the final stage of their revo lution for freedom, and will accept nothing less than full freedom.

The Negroes, Abernathy said, will pay any price re quired to obtain full freedom. They will continue to cam paign, demonstrate, and demand their rights if they "have to fill every jail in America," he added. Negroes are more restless than ever before, he warned, and this makes the task of his group and other "nonviolent prophets" more difficult.
