He married three times but had lived apart from his third wife for years. He had one son by his first wife. BURN IN 1S00, the son of a journalist, he served with distinction in the British Army in World War I and World War earning among other awards the Military Cross. Although years over age, he fought in World War II as brigadier the 8th Army from EI Alamein to Tunis and on to the Salerno landing.

He earned degrees of master of arts and doctor of literature at London University in his twenties. The many posts he held included director of the National Museum of Wales, Keeper of the London Museum, director of the Iastitute of Archeology of London University, director-general of archeology in India, and adviser in archeological matters to Pakistan. The reprimand related to complaints filed by Common Cause, the self-styled citizens' lobby, alleging Sikes failed to disclose his ownership of stock in Fair-child Industries, a major defense contractor, and his financial interest in the First Navy Bank at the Pensacola Naval Air Station. The committee did not recommend reprimand on a third complaint alleging Sikes sponsored legislation beneficial to a Florida land development project adjacent to land he co-owned. That complaint dated back to 1961. The sources said ethics committee members felt they had no jurisdiction because the panel was not created until 1968. THE REPORT will come up for House vote after it has been available to all house members for three days.

If any member wants to increase the sanction, he must get a majority vote in favor of opening the recommendations for amendment. The panel could have recommended censure in which the accused member must stand alone in the well of the House while the speaker reads the censure language to him. WASHINGTON 1 1 PI I The House Kthics Committee has voted 10 to 2 in lavor of reprimanding Rep. Robert Sikes on two counts of using his office for personal gain, congressional sources said Thursday. They said the ethics panel, recommending discipline of a congressman for the first time in its eight-year history, declined to act on a third conflict of interest complaint against Sikes.

The panel's report will remain secret until filed with the House Clerk and probably will come before the full House for approval or rejection next week. Reprimand was the mildest form of punishment (he panel could recommend. Approval by the House simply would jnean the reprimand would be entered Id House records. Bikes, 7(1. an 1 ll-term congressman, would not lose seniority.
