DAILY TRIBUNE: 22 Tuesday, Nov. 25, 1947 COUNCIL GROUP ASKS DEMOTION OF MTS CHIEF Would Limit Dr. Newitt to TB Control Work The city council finance committee recommended yesterday that Arthur W. Newitt, tuberculosis trol officer at Municipal Tuberculosis sanitarium, be relieved of his duties as chief administrative officer there but retained at a lower salary with his activities confined to tuberculosis control work. The committee gested that directors of the institution consider appointment of a business manager to handle top adminIstrative duties.

The committee, which had been considering a proposed 1948 budget for the institution, voted in executive session to write a letter containing these proposals to the directors. It will be suggested that Itt's salary be reduced from $12,000 to $8,500 annually. Would Coordinate Work Under the aldermen's plan, Newitt would work primarily tuberculosis prevention and search. He would direct activities the sanitarium's clinics and mobile units, and coordinate tuberculosis work of the sanitarium, the board health, and the Tuberculosis Institute of Chicago and Cook county. Before the executive session, the committee had questioned Dr.

Newitt. It was brought out that he directing administration of the sanitarium, a as well as engaging in berculosis control work. Ald. Lancaster read the lowing from a copy of an order sent out by Dr. Newitt: Any matters that personnel want brought to tention of the board of directors any individual member of the board of directors shall be addressed the tuberculosis control officer." Termed "Bad Practice" Dr.

Newitt acknowledged writing the order. Ald. Duffy committee chairman, recalled Dr. Newitt's earlier statement that employes were welcome to make suggestions to the board on improvements any time. He told Newitt his directive was "bad practice." Mayor Kennelly, who Joined the discussion briefly, said he thought tuberculosis control officer is not the proper title for this position." In the past, the city council hasn't paid enough attention to this institution," Duffy said, "but in the future we will." Addressing his remarks to Dr.

Newitt, Duffy said: "I think the use of a little diplomacy employes there, particularly those in the professional field, and the practice of democracy, may serve you well in your contact with employes." Reckless Firing Charged Aldermen charged at a hearing on the sanitarium budget last week, that Dr. Newitt had been recklessly firing employes and replacing them with persons of no experience. The hearing had been continued to yesterday because Dr. Newitt was out of the city. The budget proposed by the sanitarium directors was taken under advisement.

The directors-Francis Lyons, Dr. Ernest E. Irons, and Dr. Herman N. Bundesen-asked appropriations totaling $5,343,844 in 1948, compared with $4,025,334 this year.

Seek to Identify Man Killed by I. C. Train Police yesterday were seeking to Identify a man whose body was found on the Illinois Central tracks at 39th st. yesterday morning. The man, whose head was crushed, apparently was struck by a train.

He was described as 40 to 45 years old, weighing 140 pounds, 5 feet 6 inches in height, brown hair, gray eyes, snd a scar under the left eye. He was wearing a gray tweed coat, blue overcoat, khaki trousers and shirt, and black shoes. Rixon, 83, of 3707 N. Kedvale vice president and brother of the founder of Benson and Rixon, firm, with. which he was associated died yesterday in Illinois Masonic hospital. Dr. Paul Schmidt, coroner's physician, was to make an examination to determine if Rixon's death was caused by injuries incurred July 17 when he was struck by an automobile at Addison st.

Crilley OB OBITUARIES Services for Charles W. Dempster, 80, president of Rosehill cemetery corporation since 1922, were .1 held last Saturday. Mr. was born in Gloversville, N. and came to Chicago in 1873.

He was in the wholesale dry goods business for several years before 1922. He and Mrs. Dempster, the former Mary A. Gillette who survives, were prominent in Chicago society. Mr.

Dempster died Thursday in his home at 209 Lake Shore dr. Verona, N. Nov. 24 (P) Frank W. Crilley, 63, who won fame and the congressional medal of honor during his 30 years as a navy deep sea diver, died last night in Brooklyn naval hospital after a long illness.

Grilley earned the medal of honor for his work in salvaging submarine S-4 off Waikiki beach, Hawaii, in 1915. He made a then record dive of 3 306 feet to rescue a fellow diver. Charles L. Blight Services for Charles L. Blight, 8123 Oglesby for 30 years an accountant associated with Lussky, White Coolidge, dry goods wholesalers, will be held at 2 p.

John Morris Smeallie, 61, who was retired from the navy in 1942 because of physical disability, died of a heart attack in his hotel room here last night. The rear admiral and Mrs. Smeallie were motoring from Washington to California to visit their daughter, Mrs. B. Burks of Coronado.

Smeallie was a native of Amsterdam, N. Y. Charles F. Massey Charles Francis Massey, 77, died yesterday in his Miami Beach home where he had resided since his retirement from the Massey Concrete Products company, 122 S. Michigan which he founded.

Child's Death from Burns in Home Ruled Accident The death of Therese Nealis, 4, of 4043 Gladys in Michael Reese hospital Saturday of burns suffered nine months ago in a fire in her home, was termed an accident yesterday by a coroner's jury. Her mother, Mrs. Dorothy Nealis, 34, told the jury that the child started the fire in the kitchen of her home by lighting a piece of paper which in turn ignited her clothing.
