That's terribly difficult to do in an hour." Fleischman explained that an over-all type of program is usually done by sending camera crews to institutions all around the country. "You accumulate u-sands of feet of all kinds of hopeless, very depressing kinds of situations with children under good or bad conditions," he said. "Then you put it together and hope you've hit enough highlights to tell your story. "We've taken a totally opposite approach. Our aim is to show an intensive, personal, human story of the child and his family.

We started working on the special last spring, screening families; finally finding the Loughlins. From then on it was a matter of concentrating on this boy and his family we literally moved in with them for six weeks." Fleischman said the Loughlins were willing to participate in the program because they realize this was something that could be a tremendous educational force, not only for those who have retarded children, but for those who come into contact with families who have retarded children. "The big difficulty," said Fleischman, "is that a lot of people are ashamed of their retarded child. They feel in a certain way that it is bad for them and for the child. "Our program attempts to strip away these feelings.

In it you can see the joy and interest in the things you can do for handicapped children, and what these children can actually do for their ONE OF our nation's major health problems-mental retardation will be the subject of a television special. 'The Long Childhood of Timmy," at 9 p. m. Tuesday on channel 7. Highlighted on the special Will be Timmy Loughlin, a 9-year-old Mongoloid whose xnenNJity will never exceed that of 4-year-old.

"There se more than five and a half million mentally retarded individuals in the United States," said Stephen Fleischman, the show's producer. "About 20 per cent of all retardation is caused by Mongolism. The disease is a genetic, congenital defect It is hopeless and incurable." Timmy Loughlinisthe youngest of six children. His brothers and sisters are all normal. Timmy, unlike many retarded children, has been allowed to develop as an individual.

He has spent four years in a special day school, a Kennedy Child Study center. Here he has attended what in effect is a nursery school for mentally retarded children. In an attempt to allow their child to develop to his fullest potential, Tommy's family is sending him to the St Colet-ta's school for retarded children in Hanover, Mass. By the time he leaves the school at age 16 or 17, he should be able, to read at the level of 2d or 3d grade school children. 46 rpHERE HAVE been many programs mental retardation, but I do not know of any which approached the subject as we did," said Fleischman.
