SIDE WARDS The Republican county organization's executive committee, under new leadership, yesterday again denied patronage and a voice in management to so-called west side block-sters. Emphasis was placed on giving the black community the chance to develop its own leaders with G. O. P.

encouragement. Negroes were appointed acting ward committeemen in two wards where the Democratic organization still functions thru white committeemen in areas which are largely colored, the 27th, with County Commissioner John J. Touhy, and 28th, with Anthony G. Girolami. Peavy Gets 27th For the G.

O.P., the 27th ward gets Freddie C. Peavy, 30, of 1819 S. Karlov who will move from the 29th ward, where he was a write-in candidate for the June 11 ward committeeman election. The 28th ward acting committeeman will be Curtis Foster, 42, of 200 N. Keeler a supervisor at the Cook county hospital and former investigator for the state's attorney's office, who ran for alderman last year.

Actions of the executive committee were announced by County Treasurer Edmund J. Kucharski, the new G. O. Eugene J. McCarthy's statement that he might support Republican Nelson Rockefeller if Vice President Humphrey wins the Democratic Presidential nomination. Gov. Louie B. Nunn of Kentucky, who has yet to indorse a G.

O. P. candidate for President, said the McCarthy statement would "drive Republican delegates farther away from Gov. Rockefeller." Eyes Democratic Votes Gov. Harold Le Vander of Minnesota, an outspoken Rockefeller supporter, said he believes the words of the senator from his home state could bring the New York governor Democratic votes.

"Anytime you can get a large number of Democrats to support a Republican, that's all to the good," Le Vander said. Gov. Warren P. Knowles of Wisconsin, the host governor who is committed to Nixon, declined to comment on McCarthy's statement, noting the anti-war candidate issued a near denial this morning. Tower Tex. today withdrew as a favorite son Republican Presidential candidate and predicted more than 40 members of the Texas delegation would vote for former Vice President Nixon, putting Nixon over the top on the first ballot. Tower told a press conference his withdrawal would have to be formally ratified by the 5G delegates in caucus but said the procedure was a technicality. As of now, Tower said, he estimates that 40 delegates are for Nixon and that four or five more will be in the Nixon camp when the G. O.

P. convention opens in Miami Beach, Aug. 5. He estimated that the Texas vote would bring Nixon's first ballot total to 682, 15 more than the 667 votes needed for nomination. Tower said he had discussed his move with Nixon at a New York conference last Tuesday.

He said his timing had no connection with the recent Texas foray of New York Gov. Nelson Rockefeller. "Things are well under way and I thought it was time to make my commitment to Nixon," Tower said. In a formal statement, the Texan said he believed that "Dick Nixon -will provide the change from Democratic crisis, crime, and chaos which Americans demand, restoring leadership to our Presidency, order to our country, and progress for our people."
