Kennedy to consider a "new course in world affairs," including the recognition of Red China and East Germany. In letters to Kennedy and his new secretary of state, Dean Rusk, the historians also said it was necessary to accept risks in any inspection ssytem for comprehensive arms control in order to avoid the continuing arms race. Ignore the Past Kennedy was asked not to allow his administration's foreign policy to be determined by what the historians called the dead hand of the past." Recognition of Red China and East Germany was seen as a step toward the peaceful settlement of the Formipsan and Berlin issues, as weil as part of a program to check the further spread of nuclear weapons. The appeal urged "a nuclear test ban and comprehensive arms control which recognizes the necessity of accepting considerable risks in order to avoid the far greater; risks of continuing the arms race. Issued in Baltimore "Insistence upon priority for a near-perfect system of inspection and control only insures the continuation of the present impasse and per mits unrestricted develop ment and geographic spread of nuclear weapons," the letters said.

A statement concerning the letters was issued in Balti more by William L. Neumann of Goucher college, one of those who signed the appeal and secretary of the group. The historians urged Kennedy to formulate a foreign policy "comprehensive enough to include these realistic measures and said they believed many Americans would support such steps as helping to ease world tensions. Need Bold Leadership "A time comes in the history of a nation when only bold and imaginative lead ership can assure national survival and the preservation of national ideals," the appeal said. Two of those on the list, Neumann said, once were Harmsworth professors at Ox ford university in England, where they lectured on American history during their one-year appointments.
