All regular hunting seasons are closed, most fishing seasons are not yet open and a Midwest March generally serves up miserable weather. What makes it really tough for an outdoorsman to struggle through the doldrums of March, is that he has already endured the rigors of three tough winter months, with little real sport available in the Great Outdoors. But there is reason to take heart, fellow anglers, as March winds down.

The Department of Conservation is going to open Collins Lake to public fishing at 6 a.m. April 1. Collins is a comparatively new lake, a Commonwealth Edison power plant cooling impoundment, not far from Morris in Grundy County. Because parts of the lake are warmed by the power-plant outflow, it provides fishing far in advance of other Illinois waters. Collins Lake is in Goose Lake Prairie State Park, southwest of Joliet and about 50 miles from downtown Chicago.

Best route to Morris is south on Int. Hwy. 55, then west on Int. Hwy. 80 to 111.

Hwy. 47, and south to Morris. COLLINS IS A GOOD-SIZED lake, with nearly 2,000 fishable acres. One of the good things about it is that the only public recreation allowed on the lake is fishing, and waterfowl hunting in season. Speedboating, sailing, water skiing and swimming are not allowed.

In recent years, Illinois' DOC has been limiting the size of outboard motors that can be used on certain state lakes. When there are limits on motor size, it usually eliminates the use of so-called "bass boats," which generally have large outboards. A better way to manage lakes, where powered boats are concerned, is to enforce set boating speed limits. A bass boat can travel slow as well as fast. That's what they've done at Collins.

Instead of restricting motor sizes, a 40 mile-an-hour boat speed limit is in effect, except in the posted "no wake" areas where NAPERVILLE ROADM ASTER TIRE LTD. 275 E. Ogden Ave. 355-3200 building, will be open daily from 6 a.m. to sunset.

Various kinds of bait, and light food items, will be available at the concession, and for fishermen without boats, 14 rental boats will be available. Ten of the boats will have outboards, four will not. THE CONSERVATION department says fishermen may use only "poles and lines" at Collins. What the department means is that only rods and reels may be used, or a "pole and line." No one angler can legally use more than two fishing outfits, and no more than two baited hooks or two lures at Collins. Collins has striped bass, largemouth bass, white and yellow bass, walleye, sauger, crappie, bluegills and channel catfish.

That's a pretty sizable fisherman's menu. The daily creel limit on striped and largemouth bass is three enough for anyone, and the minimum size limit for stripers is 18 inches, for largemouths 17 inches. Minimum size limit for walleyes is 14 inches. There will be fishing at Collins Lake through the summer and early fall, Dut when the duck season opens in October, that will put an end to this year's Collins fishing. Officials believe you can't very well have fishing and duck hunting at the same time on a comparatively small, sheltered lake.
