By Jerry Crimmins Esther Saperstein, who was the first Democratic woman ever elected to the Illinois Senate and who also served five terms in the Illinois House and one term as 49th Ward alderman, died Tuesday in her North Side home.

She was 86. Mrs. Saperstein was born in the old Jewish neighborhood near Halsted Street and Roosevelt Road from which many prominent citizens emerged. She attended Chicago public schools and Northwestern University. As her children were growing up, Mrs.

Saperstein was very active in the PTA, recalled her daughter, Natalie Stein. Mrs. Saperstein rose to become president of the Chicago region of the PTA. She was also active in civic groups. In 1955, when Mrs.

Saperstein was 53, she made her first try for elective office in a bid to become Chicago's first woman alderman. She ran as an independent supported by the Independent Voters of Illinois, but lost the 49th Ward race to David Hartigan, father of present Illinois Atty. Gen. Neil Hartigan. Mrs.

Saperstein's daughter recalled that Mayor Richard J. Daley, who was first elected mayor in the same election, was impressed with Mrs. Saperstein's effort. "The Chicago Democratic organization called her and invited! her to work with them because of her strong showing," said Mrs. Stein.

In 1956, the Democratic Party slated her for state representative from Rogers Park. Mrs. Saperstein's victory began her career of 19 years in the Illinois General Assembly. She was elected to five terms in the House, and then was elected to the Illinois Senate in 1966. She was chairwoman of the Senate Education Committee and of the Illinois Mental Health Commission, which sponsored many reforms in mental hospitals under her leadership.

She was also chairwoman of the Illinois Status of Women Commission, created under a bill she introduced. The commission was created in 1964 to seek ways of improving the social, legal and economic status of women. Saperstein was the perennial sponsor of ratification in the Illinois Senate. In 1975, while still a senator, Mrs. Saperstein ran again for the public office she first sought 20 years earlier, 49th Ward alderman. This time she was endorsed by the regular Democratic organization in the ward, which was then headed by Neil Hartigan. She was elected alderman, and Mrs.

Saperstein for a time publicly toyed with the idea of keeping her job as senator as well, but resigned from the Senate just before being sworn in. She retired after one term as alderman, and David Orr was elected to succeed her. Mrs. Stein said that when Mrs. Saperstein was asked what her proudest achievement was, "she would say her children, and from there we would extrapolate children generally.

Those were her abiding interests -children, education and mental health." Mrs. Saperstein was a founder of the City of Hope, a national medical center near Los Angeles. In addition to her daughter, she is survived by a son, Sidney; three grandchildren; a great-grandchild; and a sister. Services will be held at noon Thursday in the chapel at 111 Skokie Wilmette.
