484-6310 Patrick Ruddy, former investigator for state Mass for Patrick J. Ruddy, 74, former chief investigator for the I1- linois attorney general's office, will be said at 10 a.m. Wednesday in St. Vincent Ferrer Catholic Church, 1527 Lathrop River Forest. Mr.

Ruddy, a Northwest Side resident, died Sunday in Loyola University Medical Center, Maywood. He joined the Chicago Police Department in 1942 and became a detective the same year. He was promoted to sergeant in 1957. He also was an investigator for the state's attorney's office for six years. In 1961, upon the announcement of his new job with the attorney general's office, The Tribune reported that Mr.

Ruddy "twice received the mayor's award for outstanding performance of duty. "The policeman," the story continued, "first won the mayor's award, which carries a $200 prize, for a fingerprint analysis which resulted in the capture and conviction in 1953 of the 'bumper a rapist who preyed on lone women driving autos. He received the award for the second time for helping to capture a payroll bandit in 1954." Atty. Gen. William G.

Clark named Mr. Ruddy his chief investigator, citing a background that "makes him especially qualified for the Mr. Ruddy worked for the attorney general's office for 13 years. Samuel Koupchik, 89, 'Last Hurrah' role model BOSTON (AP)- Samuel C. Koupchik, a fixture in the Massachusetts Statehouse for generations and the basis for a character in the novel "The Last Hurrah," has died at the age of 89. Mr. Koupchik, who died Friday after suffering a heart attack, spent his days around the document room of the Statehouse, handing out legislative calendars to reporters and lobbyists, working as a runner for lobbyists and occasionally giving free political advice. He was an honorary member of the House and the Senate, where a memorial service was planned Monday.

A native of Russia, he began working at age 10 as an errand boy for a city political leader.
