4 Special Officials of the New' York state tax commission are carrying on a campaign to familiarize operators of heavy trucks with the requirements of the state's new truck use tax law. The new law, becoming effective Oct. 1, was passed by the legislature last March, following a two year study by a legislative committee which found that heavy trucks were responsible to a great extent for highway deterioration and were not paying a fair share of the costs. The new law applies to all heavy trucks using New York state highways, whether they are registered in New York or elsewhere, and whether operated by the owner or lessee. It is estimated that 150,000 vehicles of 35,000 carriers will be subject to the law and that it will produce $6,000,000 in revenue in the first six months of its operation.

Permit for Each Vehicle Beginning Oct. 1, in order to operate legally on New York state highways, an operator must have a highway use permit for each ve Summer travel takes motorists occasionally on gravel roads and oiled black-top surfaces that may be extremely hazardous when wet. Illustrated is a dangerous passing maneuver. The rutted surface of the road has a crater which will catch the motorist just at his peak speed as he attempts to swing around the slower moving vehicle towing a trailer. The Chicago Motor club warns students of driver training in Illinois and Indiana high schools that which may also be used by the state for audit purposes.

24 hour temporary permit service has been set up. Under this ar-j rangement, a carrier who does not have time to obtain a permit thru ordinary procedures may apply and pay the fee by telegraf. Best said enforcement measures would include weighing stations, on the road checking by police and periodic examination of records of all carriers by the state tax commission. Violators are liable to revocation of their permit, cash penalties for failure to pay the tax, and criminal penalties for the filing of wilfully false or fraudulent returns. A new bureau has been created in the department of taxation and finance to serve as the agency re-, The tax is applied according to weight and the number of miles operated in New York State.

Construction prices are higher than ever before; and going up. Letters to The Tribune and random questioning of motorists prove that the car owner who knows the price he pays for the pavement he drives on is a rarity. A dozen drivers asked to estimate the cost of the Wacker drive double decking project now under way guessed in the range of to $100,000 a block.

The job so far has cost a little over a block. What of rural highways? They are costing the state about twice as much as before the war, thru a combination of higher prices, the main factor, and more expensive standards of construction. Can Go Much Higher One mile of concrete pavement 10 inches thick, 24 feet wide, steel re-enforced, now costs about The price does not include right of way, and can go much higher if rough terrain requires an unusual amount of grading. Where heavy traffic volumes demand four lanes of dual pavement, with service drives for local traffic, the price zooms, and not just for concrete. Recently the state highway department awarded a contract for 4.27 miles of reconstruction and paving on U.

S. 66, just south of Springfield. The price was $789,458. 45 Items in Contract There were 45 items in the contract, including removing trees, planting grass seed on shoulders to prevent erosion, moving a sentry box at a government ordnance plant, and shifting the plant's fence back from the right of way. The cost of the concrete pavement and steel re-enforce-mentvvas only 59 per cent of the contract price, or $465,000.
