Emily Mosher Keleher the founding members of B'nai Torah Temple in that suburb. He was an Army captain in Europe in World War II. Mr. Koch is survived by his wife, Sylvia; four sons, Daniel, Phillip, James, and Steven; five grandchildren; and a sister. Services will be held at 1 p.m.

Tuesday in B'nai Torah Temple, 2789 Oak Highland Park. Hyman Hirsch Hyman Hirsch, 84, a retired Cook County deputy sheriff, died Monday in Dix Hills, N.Y. Mr. Hirsch, a court balifT, retired from the sheriffs department in October 1990 after 15 years. He was a former restaurant owner.

He was a lifelong resident of the Rogers Park neighborhood before he recently moved to New York. He is survived by his son, Ira; two grandchildren; a sister; and a brother. Services will be held at 1 p.m. Wednesday in Weinstein Brothers Wilmette Chaple, 111 Skokie Blvd. Wilmette.

Wayland W. Dayton Wayland W. Dayton, 94, former president of the First National Bank of West Chicago, now known as the Du Page National Bank, died Sunday in Henderson-ville, N.C. Mr. Dayton's grandfather bought the Newton and Smiley Bank in West Chicago in 1903, which became the First Na Odessa Cobb Odessa Cobb, 47, a South Side teacher and assistant principal for nearly 20 years, died Thursday in St.

Mary's Hospital in Rochester, Minn. She was born in Hernando, but lived most of her life in Chicago, said her goddaughter, Maureen Jenkins. She was a graduate of Morgan Park High School, Chicago Teachers College (now Chicago State University) and National-Louis University in Evans-ton, Beginning in the early 1970s, Miss Cobb was first a teacher, then assistant principal, at Libby Elementary School, 5300 S. Loomis St. She also was a Sunday school teacher and tutor at Oak-dale Covenant Church.

She is survived by her daughter, Geri Lynn Pettis; her mother, Bernice Cobb; three sisters; and two brothers. Visitation will be held from 7 p.m. to 8 p.m. Tuesday, followed by services at 8 p.m., in the Oakdale Covenant Church, 9440 S. Vin-cennes Ave.

David Koch David Koch, 80, chairman of the board and retired chief executive officer of Morris Kurtzon a lighting fixture manufacturer at 1420 S. Talman died Sunday in Lutheran General Hospital, Park Ridge. Mr. Koch, who lived in Highland Park, was one of Emily Mosher Keleher, 84, of Queensbury, N.Y., ana a tormer uiicago uoninan, uicu muuuuy in her home. Mrs.

Keleher, who was born in Albany, N.Y., attended the Albany Academy for Girls and Mt. Holyoke College. She received a graduate degree in library science from Columbia University. She worked for the public library in Albany and later the Chicago Central Library. She is survived by her husband, William; two daughters, Katherine Barber and Margaret Wulbert; a son, Hugh; two sisters; and five grandchildren.

Services will be held Wednesday in Albany. There is a nationwide trend towards cremation. 0 The percent of cremation in the state of Illinois has doubled in the last 10 years. Buoyed by tuition increases averaging 10 percent in the archdiocese's elementary and high schools and an 8 percent increase donations at churches, the archdiocese cut the deficit in its parishes and central office from $28.9 million in fiscal 1989 to $9.5 million in fiscal 1990, which ended June 30, the audit said. Sister Joy Clough, a Catholic schools spokeswoman, said that the percentage of available school-age Catholic children has been steady over the last few years. Spending for diocesean elementary schools for fiscal 1990 was $177 million, officials said.

All of the non-tuition money for elementary schools came from parishes and archdiocesan funds, while such funds for high schools come from various religious orders, officials said. By James Hill Catholic school officials in the Chicago Archdiocese said the worst of their enrollment problems may be over as they prepared to open the doors at most of the archdiocese's primary and high schools on Tuesday. Brother Don Houde from the Office of Catholic Education said that the 323 primary schools are one fewer than last year because of the closings of St. Veronica, 3818 N. Whipple and St Francis Xavier, 3000 N.

Houde said that "Catholic schools like the public schools, have noticed a rise in the enrollment of our primary grades. This can be attributed to the coming of school age of Catholic Baby Boomers' children." For decades, the board opened polling places in its 2,912 precincts so voters could register to vote during election years. Those sites were open for 13 hours for one day before the primaries and again on one day before the general election. But precinct registration day and the door-to-door canvass that took place afterward cost taxpayers about $2 million each year, election officials said.

The old system also was inefficient, because after a full day of registration, with three paid judges per polling place, the old system averaged only five registered voters a day per precinct The deputy registrar program, established in 1982, made precinct registration day obsolete. Deputy registrars go through wards and register voters at their homes. Under the new system, scheduled to take effect in February 1992 for the March primary, precinct registration day will be stopped. Instead of opening all the city's precincts for registration, each ward will open 10 registration areas, for a total of 500 citywide, officials said. These areas, to be located at shopping centers, will be open on a Saturday and Sunday a month before an election, officials said.

"I've been working on this change for a year and a half as a way to increase voter registration and save some tax money said Ray Jagielski, the Republican on the three-member board. "We'd keep the old registration sites open all day, paying the judges, renting the place out, and get only five voters per place. It was a waste." Jagielski said by ending precinct registration day, the board could save $400,000, and possibly more.
