OUT WAS Thousands More Try to Volunteer in Chicago. (Picture on pag 8.) Brlff. On. Lewis B. Hershey, national draft director, yesterday said that in his opinion there is a strong possibility congress will lower the minimum draft age from 21 years to IS, and that men between the ages of 23 and 55 who have been deferred may be called for army service.

Gen. Hershey said the question of reclassifying men deferred because of their occupations already was under consideration. Reclassification of men deferred because of dependency may be taken up later, he added. Only congress has authority to change the draft regulations. Gen.

Hershey emphasized when he stopped in Chicago brieSy on his way to Washington. Subject to Recall. The men 28 years and older who were released recently from army training, because of their age. Gen. Hershey said, fall into two classifications: Those who have been inducted, partly trained and now are fur laughed to the reserve may be recalled by the army any time it wants them.

Those discharged from the draft by their draft boards are subject only to new draft age legislation which may require their service. "The question Is entirely bne of now large an army Is wanted," Gen. Hershey said. "We have a million men in the draft now. and by July 3.

we will have 1,200,000. This number could be increased by changing the October registration date for the new 21 year olds. Last July we were taking men at the rate of 60,000 a month. Recently the year's quota was increased by 150,000 so that the January quota went up from 60,000 to 100,000." 41 Million Available, There are 41 million men -In the country, between the ages of 16 and 64. said Gen.

Hershey. In war time, hs said, it is a question of determining how this man power can be used best, which group will make the best fighters, which the best factory workmen, and so on. "In my opinion women will play a larger part." said Gen. Hershey." They can replace men working on airplane fabrics, elsewhere. So far we have leaned over backward in deferring men for work in aviation plants.

But the reclassification of all occupational deferments is under discussion." Asked about farm labor. In connection with occupational deferments, Gen. Hershey said the farmer is the hardest man to replace. For this reason, he said, he believes great consideration will be given to the need for farm hands In keeping up food production. 2,000 Rush to Enlist.

Enlistment in the armed forces yesterday continued at the rushing pace set Monday. More than 2,000 volunteers crowded five Chicago recruiting cSces and order for 2,450 Cook county draft registrants to appear for final physical examinations between Dec 15 and Dec 22 were being prepared for mailing. Paul G. Armstrong, state director rf selective sen-Ice addressing draft board chairmen and members In the Morrison hotel last night, announced plan which will allow a minimum of 10 days between the time a draftee Is examined by the army and the time ef his induction. Regulations governing draft deferment must be applied more rigidly, Armstrong said, and added that 6,000 men in Illinois have "been deferred unnecessarily.

He stressed the Immediate need for reviewing cases of all deferred registrants who might be reclassified for service. Ex-Jail Inmate.
