After he was discharged, he joined the Police Department in 1947 as a patrolman and then, in an order written on onionskin paper, he and 12 other police officers were assigned to its newly formed juvenile bureau, later renamed the youth division. During the Korean War, he took a one-year leave from the department to serve in the Air Force as a special investigator before returning to the Police Department in 1952. was very, very involved in working with juveniles, all the way from stemming child abuse to how to prevent juvenile his daughter said. In 1961, he was promoted to lieutenant and became administrative aide to the director of the youth division, essentially the second in command. For a few years before his retirement in 1977, he was youth commander of the Wentworth District, where Cook County Sheriff Michael Sheahan was a youth officer.

was known citywide, because anything done in the youth division, he had had something to do said Sheahan. knew the history of the Illinois Juvenile Court Act and was involved in many changes to the law. In the 1970s, Mr. Burke was president and executive direc- tor of the Illinois Juvenile Officers Association and the International Juvenile Officers Association.

He earned a criminal justice degree from Chicago State University in 1970, after earlier graduating from the University of Illinois, his daughter said. Mr. Burke married his high school sweetheart, Delphine, in 1942 and they raised their two daughters on the South Side. Mrs. Burke died in 1967.

Five years later, he married police officerLucy Ryanand became the father of her four sons, two of whom would later retire from the department. Two of his grandchildren are Chicago police officers. His second wife died in 1998. After retiring, he moved to Florida and, as grand knight of the Martin County Knights of Columbus, received that award in 1995 for recruiting new members. He returned to Chicago in 1997.

Other survivors include another daughter, Carol Karas; stepsons Richard, Dennis, Edward and Joseph Ryan; 18 grandchildren; and 12 great- grandchildren. Visitation will begin at 8 a.m. Tuesdayat Donnellan Funeral Home, 10525 S. Western followed by a 10:30 a.m. mass at St.
