Arena 14J1. Tribune office. x-l The annual meeting of the Philndelphia Fire Underwriters' Association takes place today and it is expected there will be a lively tilt between two factions in the course of the proceedings. Tin excluding of agency representation on the Governing committee of the association Is responsible for the storm and the trouble dates back two years, when this action was taken by the association. The opposition to this course comes from members of the Corporate Underwriters, an organization made up entirely of representatives of home companies.

These men set up the cry that the system of conducting the business without agency representation is a failure. On the other hand it is thought that the men who have been on the top of the heap will stand up for their side of the fight and hence a lively time will result. The Thanksgiving dinner of the Life Under-writers" Association of Chicago will be held tonight at the Union League club. The invitations to the members, issued yesterday, are printed on a large sheet of buff' paper and the type and letters used are of old style. The Invitation is in the nature of a proclamation for a dinner of thanksgiving and praise and is written in colonial rtyle.

It is headed with this: "Commonwealth of Chicago." The delegates to the convention held at Philadelphia a few weeks ago will make their reports and the members of the Milwaukee delegation to the convention will also be present and will make addresses. The Imperial Quart-it will render several selections. The members of the association will assemble at 5:30 o'clock. 20. In a letter to the Tribune Richard Smith, formerly editor of the Cincinnati Commercial, replies as follows to what Senator Sherman says in his book of Garfield's nomination: Of course If the Elaine men had gone to "Sherman he would have been nominated, but whatever may have been said in private there were no indications in the convention of any such tendency. I had not been able to discover any exhibition of disloyalty to Sherman on the part of his friends. These, however, could not fail to discover that the efforts to nominate Sherman were hopeless. I think Foster frequently gave ex-piession to this feeling.

While doing what be could for his friend, he did not claim everything. As well might one claim an Election at the polls when defeat was Inevitable. To show the effect of the dlvlsioa in the Ohio delegation and the coldness that existed toward Sherman I will relate an incident. I had a letter of Introduction to one of the leading California delegates, and I presented it. At my request a conference with that delegation was secured.

William lie-Kinley, Benjamin Butterworth, Dr. W. R. Thrall, and myself, all warm supporters of Mr. Sherman, rode down to the headquarters the California delegation.

A conference was held. It may be stated that the California delegation was solid and enthusiastically for Blaine, but we were heard kindly and patiently, though not favorably. Ohio Delegation Divided. One of the delegates turned upon us and caid: "Gentlemen, why should you ask va to vote for Sherman when ten of the forty-four delegates from Ohio are voting against him, and when two of that delegation are freely spoken of as candidates themselves? Gen. Garfield is one of these.and you, Maj.

McKinley. are another. It seems to us Sherman should get his own State first, and then he might have ground for asking the other States." I shall never forget the indignation expressed by McKinley on that occasion. Turning to the California dele-Fate, he said: "Sir, I would sufier my right arm to be amputated at the shoulder rather than to permit my name to be used as a candidate in that convention. If such a nomination should be offered me I would peremptorily decline it.

1 am for Sherman honestly and enthusiastically, without it's or buts." That was a manly declaration, and as sincere as it was unreserved. Had Garfield been present at that interview I feel sure he would, have said as much as. McKinley did. It has been said that the nomination of Garfield was arranged in advance. Unquestionably it was talked about during the progress of the convention, but that Garfield was consulted, or that he was a party to it, and that he did not do his best to secure the nomination of Sherman, I do not believe.

He was, however, placed in a position of great embarrassment. On the floor of the convention he antagonized Mr. Conkling on a question of rules, especially the unit rule, and defeated him. He was largely cheered. Had the unit rule been adopted I think Grant would have been nominated on the first or second ballot, and its defeat was the defeat of Grart.

Thereafter as Garfield walked to his seat and as he rose to speak he was cheered, and these cheers kept on incrasing until everybody could see that the tendency was toward him. Early in this stage of the proceedings he came into my room. I said to him there was a surprise in store for him and he migTit as well prepare for it. He said that he could not consent to it; that he would be charged with disloyalty to Sherman, and he would not do anything to justify such a charge for the nomination and election. But in spite of himself he was nominated, and it is not worth while for eany one to try to charge his election or the -defeat of Sherman' or Blaine or Giant to 1004.

509, 100 Washington-st. Why the Germans Are Naturally Opposed to Interference with Sunday Beer. London Times, Nov. 8: While It Is to be deplored that the German voters of New York did not prefer a high ideal to Sunday beer, we must take account of the Weakness of human nature. In their own land "Sunday beer," so far from being regarded as a vicious indulgence to be stamped out by re-piessive laws, is reckoned among the most harmless and customary of popular enjoyments.

Those who have watched thousands of Germans in the beer gardens of continental cities on Sundays will understand with what a shock the proscription of such scenes must have come upon the immigrants to the United States. The Germans In America have, our correspondent truly says, "been among the best of citizens." They have supplied a large part of the strength of the Republican- It Is doubtful policy to embitter and alienate them by uncompromising Sabbatarianism and crude repressive legislation. No doubt it was wrong to identify the anti-Tammany campaign with the Sunday closing law, though this was partially due to the tactics of some conspicuous opponents of Tammany. It was still less justifiable to give electoral support to the evils of Tammany rule in order to gratify a grudge against a section possibly not a very wise one among the reformers. But a German, whether he calls himself a reformer or not, who is cut oft from his Sunday beer is very human.
