The Sorachibuto-Asahigawa section, we understand, will be opened for traffic by May next, most probably. On the part of private railway enterprise in Hokkaido, that of the Kan-Sou railway company is the most important. The project is to connect Hakodate and Otaru. a distance of 130 miles, at the estimated cost of 8.000,000 yen The work of construction will be completed in about five years. At present the journey between Otaru and Hakodate, if made by steamer, occupies twenty-four hours, while if undertaken by the railway service now available from Mororan, no less than thirty-six hours are necessafy.

On the completion of the Kan-Sou railway It will be possible to cover the distance In eight hours. New Road to Lumber Country. Menominee, March 22. Special. Isaac Stephenson of Marinette.

Daniel Wells of Milwaukee, and John W. Wells of Menominee have bought right of way land for side tracks and terminals and docks for shipping purposes from the I. Stephenson company at North Escanaba and will build a railroad from the mouth of the Escanaba Kiver to Republic to handle cedar, hardwood, spruce, hemlock, and iron ore. This road will open up an unbroken forest and the new company will build a mill to manufacture the same. The road will connect with the Chicago and Northwestern, the Soo, the Ann Arbor, and the Chicago, Milwaukee and St.

Paul railroads, besides having a fine dock for lake shipments. The road will be about sixty miles long and will be built with heavy rails. It will be first-class in every respect. B. and O.

Reorganisation Bill Passes. Annapolis, March 24. Special. The (Baltimore and Ohio reorganization bill was passed by the House today with only four dissenting votes and It now goes to the Governor for his signature. Futile attempts were made to limit the powers of the company under the reorganization.

It was shown that the company was seeking to acquire the Chesapeake and Ohio Canal, but an amendment to prevent It getting control of the canal or the Western Maryland and prohibiting the purchasing of competing lines was lost. A resolution was adopted creating a committee Jo inquire why the Baltimore and Ohio has not paid the interest due the State on the stock and mortgages on the Washington branch. Decline to Arbitrate Coast Rates. New Tork, March 22. Special.

The Great Northern and Northern -Pacific railroads have notified General Passenger Agent D. A. McNlcoll of the Canadian Pacific railway that they have decided to vote against the proposition to arbitrate the difference between the Northwestern lines. They ask, however, that before any definite action is taken a meeting be called in this city further to discuss the rate question. This leaves the situation as it was before the visit of the Trunk Line committee to Montreal, except that the rates from St.

They are determined to keep up the present war Indefinitely, and will make no concessions to the American lines. The latter, and especially the Great Northern and Northern Pacific roads, which are the principal competitors of the Canadian Pacific, are suffering great loss of revenue on account of the low rates they are compelled to make to meet the Canadian line's competition, but they cannot abandon the conflict, because tt would deprive them of any part of the "Western colonist business and the bulk of the second-class business from the East to the north Pacific coast, and to Alaska and the Klondike.

The Canadian Paclflo has everything to jaln and nothing to lose in this fight. The facts brought out at the recent conference In New York show that It is In better position to prolong the fight indefinitely than was generally supposed. It has a big surplus in Its treasury, and it takes the ground that every American passenger It can carry over Its lines. Irrespective of the rate secured from such passenger. Is just so much clear gain for it.

As It cannot by ordinary means secure American travel over its line it has to offer special Inducements, and large differential rates are the only legitimate means at Its disposal for securing it. For this reason It insists upon being guaranteed such differentials before It will enter into any peace negotiations or have the diffl-ultle settled by arbitration. The Interstate Commerce commission. In Its decision regarding the application of the, American roads for the suspension of the, long and short haul clause on traffic competition with the Canadian Pacific, says If this road was subject to the interstate commerce act It could not prey upon American traffic, as it has been and is still doing. This, suggestion, railroad officials here think, ought to lead to a movement of the Ameri hearing.

Sues Wisconsin Central. M. T. Cox of the Central Car company lias brought an Intervening suit against the I Wisconsin Central. His petition is an interesting one in the foreclosure proceedings.

The Central Car company was organized tinder the laws of Connecticut for the purpose of leasing the Wisconsin Central lines their rolling stock and motive power. Stock to the value of f3.000.000 has been furnished. When the receivers took hold of the property the value of the rolling stock and motive power was placed at $1,808,690, and jslnce that time they have been paying rental on the latter valuation only. This caused a depreciation of the stock of the car company and the suit is brought for a recouping of the losses occasioned thereby. The proposition for the discontinuance of Sunday excursions by the Central Passenger association lines has been defeated by an almost unanimous vote.

It was argued that these week-end excursions to the large cities along the various lines and to picnic grounds and other points of interest do not interfere to the slightest extent with regular business, and that if low rates will cause the people to travel the roads are just that much ahead. The argument that trainmen object to working on Sundays was considered ridiculous, for It is well known that all desire to make their monthly wages as large as possible. A report Is current that W. S. Weed, Freight Traffic Manager of the Clover Laf." has been offered a high position in the freight department of the Lake Shore.

Mr. Weed is an able traffic official and stands high In the estimation of President Callaway, who formerly was receiver of the Clover Leaf." He has been at the head the freight department of the line for many years and has made a most excellent record on that road. Central Passenger association lines have granted a rate of one cent a mile, short line distance, each way for the Grand Encampment of the Knight of Pythias. Aug. 22 to 29.
