MONTREAL, April 5. The Quebec board of censors, taking action for the second time this week, today banned the motion picture Devil's Island from the theaters of the province. The censors' move was said to have been influenced by French authorities, who objected to the film, the setting of which was the French penal colony off French Guiana In South America. A dispatch from Paris said the French government had imposed a two months' ban on all films made by Warner Brothers, which made "Devil's Yesterday the Quebec board of censors withheld the film "Wuthering Heights" on the grounds that it was immoral. The censors later agreed to allow the picture to be shown if deletions were made.

Special. Walter L. Ross, 74 years old, retired president of the Nickel Plate railroad and a native of Bloomington, 111., died here today. He entered railroad service with the Wabash as a telegrapher in 1887. In 1904 he went to the Clover Leaf Toledo, St, Louis and Western railroad, serving it at Bloomington, Toledo, and Chicago in various capacities, including trustee.

When the Clover Leaf wa3 merged with the Nickel Plate system sixteen years ago by the late Van Sweringen brothers, O. P. and M. Mr. Ross became senior vice president of the Nickel Plate.

On Jan. 1, 1927 his 62d birthday anniversary-Mr. Ross was elected president of the railroad. He retired in 1933, but remained a director. Surviving are a son, George secretary of the Nickel Plate at Cleveland, and a daughter, Mrs.
