NEAR PALATINE Two state policemen were slightly injured yesterday when their patrol car struck the automobile driven by Mrs. James A. Cunningham, 53, of Meadow Hill Barrington, wife of Adlai Stevenson's campaign manager, in rt. 14 at Quentens a mile northwest of Palatine.

Patrolman Robert L. Rust, 24, the driver, and his partner, Patrolman Milton Shepard, 23, were treated in West Lake hospital, Melrose Park, and re-Chicago's 1956 Traffic Toll leased. They said Cunningham stopped for the intersection but then proceeded across and they were unable to avoid hitting her car. She was charged with failure to yield right of way and is, to appear Tuesday before Carl Behrens, Arlington Heights justice of the peace. Up to midnight Wednesday 76 persons had been killed in traffic accidents in Cook county since Dec.

Says BY LAWRENCE BURD Chicago Tribute Press Service Washington, March 1 The United States today accused Russia, which has complained of American weather balloon flights over the soviet union, of floating its own similar balloons over American territory.

The state department, making public a note to the Russian foreign office, said the Reds' balloons have passed over Alaska in recent weeks or months. The note said Russia is "illogical" in sending balloons over foreign territory while protesting such an oper ation by others. Proposes Joint Operation The note rejected Russia's proposal to exhibit in New York City or Washington American weather balloons the Russians say have fallen on their territory. This government said such an exhibition would be "for propaganda ends and might make trouble among nations. The States countered with a proposal for a "joint" weather balloon operation with Russia and any other interested nations.

It said this could be handled thru the world meteorological organization to which this country and Russia belong. Protested U. S. Balloons Feb. 5 Russia protested that American balloons with cameras were being floated over soviet territory for espionage.

Three days later, the United States replied that its balloons were used for scientific findings, not espionage, but it halted launchings of balloons likely to soar over Russia. BOY PALS PART; ONE DROPS GUN, OTHER IS KILLED A 12 year old boy was shot to death accidentally yesterday by a playmate. The victim was Kenneth Coons of Richmond Petite Lake, 3 miles southwest of Antioch in Lake county. Sheriff's Deputy William Woods said Godfrey Vermeyen, also 12, of Highland Petite Lake, left the Coons heme accompanied by Kenneth, who had said, I'll walk a little way with you." The two parted, with Kenneth turning towards home. When the boys were about 20 feet apart, Godfrey stumbled and dropped a rifle he had been carrying over his shoulder, and it was discharged.

Woods said Godfrey said he heard Kenneth cry out, my back!" Godfrey ran to the Coons home and Kenneth's mother, Betty, called the Antioch rescue squad. Kenneth was dead on arrival at Victory Memorial hospital in Wau-kegan. The victim's father, Lee is an auditor for the United States department of agriculture. PROBE STATUS OF 24,000 ON TAX FREE ROLLS County Assessor Frank Kee-nan said yesterday he is investigating the tax status of 24,000 pieces of property now exempt from taxes. The 1950 assessment rolls list more than 20,000 such properties, and Edmund Bren-nan, director of the county department of central services, said there are at least 24,000 now.

Properties of government agencies and of educational, charitable, and religious organizations are exempt from taxes. Keenan said the investigation is being undertaken to determine if any of the proper-lies should be paying taxes.
