Major bills vetoed were two which would have permitted Chicago and tJownstate cities to acquire and operate municipal parking lots, and a measure to authorize a 4 million dollar nonreferendum bond issue by the Chicago sanitary district for operation of garbage disposal plants. The Chicago parking lot bill would have permitted the city to operate euch lots near the Municipal airport, while the second bill, affecting down-state cities, would have permitted municipal lots to be established anywhere inside the city limits. Gov. Grt-en vetoed both measures on the ground they infringed on private enterprise. Bill Sponsored by Ward.

In vetoing the sanitary district bond issue measure, the governor held the city of Chicago was obligated to make provision for this service out of its own funds. The parking lot and sanitary district bond issue bills originally were sponsored by Senator Harold G. ard, snate Democratic leader and recognized legislative spokesman for Mayor Edward J. Kelly. Other bills vetoed by Gov.

tion last year. At his Chicago law office Church was wary of making a commitment. I'm just practicing law," he said, but he added, with emphasis, "for the present." Asked about recent trips downstate, during which he visited the legislature for a few days, renewing acquaintances, the former Evanston congressman said: "I was going around making visits which have been denied me for the last few years." Three Terms in Congress. Church left congress last January after serving three terms during which he set up a record for attendance and attracted attention by his work on the naval affairs committee. He is a lieutenant commander in the naval reserve.

Some Republican leaders were inclined to think that Church will make the senatorial race in the 1942 primary. He has been discussing the situation with them both in Cook county and downstate, they said, as well as looking over his own congressional district, the 10th, now represented by George A. Paddock of Evanston. Senator Brooks is believed a certainty to run for a full term in 1942, and seems assured of support from Gov. Dwight H.
