asserted tonight that "those church dignitaries who start political controversies need not expect immunity from political blows." 3arden, principal author of a federal aid to education bill which has been attacked by Cardinal Spellman of New York and others as discriminatory against Catholics, said of such persons: "If they enter the political arena they are inviting such blows. They may lose some of their effectiveness as spiritual leaders in such combat." Barden didyiot identify by name any of the persons he said have waged "a personal- campaign of vilification against me." He spoke on a radio interview with Commentator Ed Hart over station WWDC. Sees ''Greater Design" Barden declared that those criticizing him "have a far greater design than merely attacking me" and said there is a deliberate campaign of falsification being carried on against the Harden bill "It comes from those sources who are demanding as their right-their right, mind you to receive federal money for the support of church schools. It comes from those sources who would whip their flock into a fanaticism that could destroy the first principle of American democracy the separation of church and state." Barden bill would -authorize the federal government to provide up to $300,000,000 a year in grants to the states to aid public schools. The money would be allocated by a formula based on the number of school children and the states' financial ability.

A bill already passed by the senate would allow use of federal money for church and private schools in states where that is permitted under state laws. Denies Discrimination Barden said that since his bill allows use of United States funds only for public schools it is not Barden's bill has been approved by a house labor and education subcommittee. CONFLICTING ACTIONS VEIL CLOSELY GUARDED RED PRATER IN EAST Philadelphia, July 10 (AP-Secrecy and conflicting reports and actions veiled the carefully guarded Russian frater Dmitry Donsky which is anchored in the Delaware river off Kaighn point. Immigration officials repeatedly declared the soviet crew members were free to come ashore. A coast guard picket boat, however, kept constant vigil on the foreign ship, preventing anyone from disembarking. The 9,000 ton ship, here to unload iron ore, was met by the coast guard cutter yesterday. The Dmitry Donsky was guarded similarly in New York last week and Russian Ambassador A.

S. Pan-yushkin protested the unusual surveillance of a foreign ship to the state department. There was no report on what action was taken over the protest. Henry L. Mulie, assistant director of the naturalization and immigration service for this district, said the 43 members of the Russian crew are allowed shore leave and may land if they please.

He declined, however, to discuss the reasons for the 24 hour guard being maintained on the ship by the coast guard. the Morton Grove station, quoted JOHN CARROLL SONS "Home For Funerals" Erie at Wabash WHIlehall 4-6050 4d42 Rav'nswooj LOrgbeach v.w irom cnapei, cm Irving Park road, to Our Lady of Lords church.
