If he was a duke, marquess, baron, or viscount, with a few exceptions you automatically become a mem ber of the legislature. If he was a plain mister you dont stand a chance unless the queen makes a new peerage for you. Most years there is a small but regular flow of new peers into the house of They are either persons who have served their country with notable distinction such as Defense Minister Alex ander, who collected his title of earl as a reward for World War II service or political nominees. The trouble about these new creations is that each time a man with a son gets into the house of lords for political, military, or other services, there is an addition to Britain's privileged, families. Normally the eldest son takes his place after he is dead.

Plans 10 New Peers Tired of waiting for the Conservatives and Laborites to decide just what sort of change they want, A. Simon, former attorney general and foreign secretary, has prepared a private member's bill which he plans to introduce in the house of lords. It was to clear the way for Simon's bill that the queen sent her permission today. Simon, a viscount, proposes the government should be allowed to name 10 new peers each year whose titles would die with them. This, he reckons, would allow distinguished new blood to mingle with old families in the house of lords without increasing the total number of privileged British families.

There already are a number of life peerages, but they are exceptional cases. G. T. Simmonds is a life baron by virtue of his office as lord high chancellor, and bishops of the Church of England also sit in the house of lords for life without passing their titles on to their sons. MRS.

IPATIEFF, WIDOW OF NOTED CHEMIST, DEAD Mrs. Varvara D. Ipatieff, 83, of the Pearson hotel, 190 E. Pearson died yesterday in her apartment. Her husband.

READING, ONCE MAYOR OF DETROIT, DIES Brighton, Dec. 9 Special Richard W. Reading, 70, former mayor of Detroit who served a prison term for graft, died in Mel lus hospital here today after a long illness. Since his release from prison five years ago, Reading had been living in seclusion near Mil- ford, Mich. Reading was mayor of Detroit in 1938 and 1939.

Two years later he was convicted of conspiracy to protect a 10 million dollar a year numbers and policy gambling racket. A witness testified he paid Steading $55,000 in graft during his term as mayor. Convicted along with 13 sus. pended police officers and Boxing Champion Joe Louis' manager, Reading was sent to prison where he served three years of a 4 to year term. 1 He also was fined $10,000 in 1941 on a federal charge or fraud concerning a bank re ceivership.

Mason H. Dobson Beloit, Dec. 9 Special Mason IL Dobson, 6L former editor and co-publisher of the Beloit Daily News, died today of a heart attack at his farm home in Shir-land, 111., a few miles south of Beloit. He became associated with the Beloit newspaper in 1913. In 1924 he became editor of the paper and was a co-publisher from 1941 to 1949 when he sold his interest to Walter A.

Hamilton, 46, of 3172 Sheridan manager and secretary of the Chicago Board of Un derwriters, 175 W.
