URGES INCREASE IN DIVERSION AS LAKE RISES Musham Says Record Justifies Boost BY HAROLD SMITH Rhythmic variations in Great Lakes levels, with high water peaks every 23 years or so' justify greater use of lake water by' the sanitary district of Chicago, Col. Harry A. Musham, naval architect, said yesterday. Col.

Musham urged, on the basis of his study of these fluctuations, that immediate steps be taken toward eventual control of the water levels, to eliminate damage now caused by both high and low lake stages. Much of the trouble now plaguing lake shipping interests and waterfront property owners could be halted by confining the fluctuation within 1.25 feet, which is well within the realm of engineer Theodore Otto Kretschmer The funeral of Theodore Otto Kretschmer, 65, of 6017 Oconto president of the Vilas-Mages company, 2000 Carroll will be held at 10:30 a. m. tomorrow in Immaculate Conception church, Norwood Park, with burial in St. Boniface cemetery.

if they are Communists. The committee's report said further: "The committee on un-American activities would like to point out that the success of such a newspaper, dedicated to disseminating communist propaganda, depends upon support from deluded liberals. "The Communists recognize that most Americans would not knowingly support the Communist party, and therefore have devised various front organizations and publications so as to ensnare the unwary liberal. 28 Special State's Atty. Austin Lewis today expressed disagreement with the theory of R. L. Jackson, Western Military academy president, that the slaying last Tuesday of Maj. Henry E.

Suhre, 61, academy quartermaster, was the culmination of an accidental series of events." Paul H. Baker 17, a senior cadet at the academy here, has been charged with murdering Maj. Suhre. Baker's roommate, Dar-rell E. Bell, 18, has told authorities that Baker admitted to him that he shot Suhre when the latter caught him burglarizing the cadet store.

The evidence in this case shows that a murder was committed during a burglary," Lewis said today. When you shoot a man twice you SILBAB Allen Silbar. 451 Wrightwood av MeENERNET Anna McEnemey. nee Toomey. beloved wife of the late Denis fond mother of Sister Lucy.

May- which he is an official." The committee said a break ization which has as its goal the translation of the economic facts of life into simple arithmetic and one meaning words and then to package them for use in employe educational programs. The findings of the foundation are so organized that individual companies can restate them in" terms of their own operations. The foundation is not endowed. Its work is made possible by the tax deductible contributions of persons and organizations interested in establishing better understanding of the private property system. During 1950, the first year of the seminars, only two types were conducted, Clark said.

Those were the executive seminar and the executive seminar for industrial editors." Three Types of Seminars This year, he said, the foundation will concentrate on three types. Two of the seminars, similar to, those held last year, will be labeled for Policy Level Executives and Seminar for Discussion Leaders." The difference between the two is in the channels thru which the material will be relayed, it was said. In the former, primary emphasis is on the executive's speeches, his messages to employes, his press releases, testimony before governmental committees, etc. The seminars for discussion leaders place greatest emphasis on conferences with employes. The third type is the "seminar on cost reduction there will be 13 this year, three in Chicago.

This is intended to show the production side of business. A booklet describing the cost reduction seminar, titled Lower Costs Thru Human Engineering," deals with the two types of engineering mechanical and human. Big Savings Seen The greatest help, the booklet states, will in the long run come from mechanical engineering, from new and better tools of production, but that is a slow, expensive and long-haul program." The immediate help will come from human engineering," it continues, from getting more and better production from the human energy operating the tools now on hand." The foundation said it is convinced that the job of human engineering is feasible and practical and can be done by decentralizing management imagination and initiative." The difference between the performance of men when they are up and when they are down is enormous," it says. "The difference between working for management and participating in it is equally enormous. Lake Fluctuates 5 Feet In the last 20 years Lake Michigan's level has varied nearly 5 feet. It rose to 582.3 feet, above mean sea level in 1929 and dropped to 577.4 feet in 1934. It now stands at about 579 feet and is expected to rise about a foot next summer.

Its all-time high since records began in 1860 was 583.45 feet in 1886; its all-time low, 577.3 feet in 1926, a difference of more than 6 feet. The other four Great Lakes, Superior, Huron, Erie, and Ontario, have had comparable swings. These water level fluctuations have wide repercussions, Col. Musham said. At low lake stages pilings and other subtructures are exposed to the destructive effect of the air, lessened harbor and channel depths necessitate light loading of frate vessels, and increased velocities in the channels between the lakes set up navigational hazards, he said.

At high stages the shore line moves inland, and waves eat away land and batter at docks, breakwaters and other structures, Musham added. Suggests Impounding Water Control could be effected by dams and weirs to impound water for release in dry periods and by increased diversion flow-off during high lake stages, Col. Musham declared. He said the state, the city, or the sanitary district, perhaps all three, should gather engineering evidence on the lake's periodic high and low stages, to be used as a basis for persuading the United States Supreme court to modify its decree that now limits lake water diversion to 1,500 cubic feet per second. "It would be to the best interests of all concerned if Chicago were to take an increased flow during high water stages," Musham said.

With information a 1 a available, awaiting only proper evaluation, a formula could be worked out to tell us when diversion should be stepped up and when it ought to be cut down. Knowing in advance the periods in which extra water would be available, sanitary engineers here could make their plans for its use accordingly." Member of Arcana lodge. No. 717. A.

After a maximum high in lake levels is established, an intermediate low stage follows in about seven or eight years, and then there is an intermediate high two or three years later. Next there is a minimum low In about the 11th or 12th year, he said, followed by an intermediate low in the 18th or 19th year. Projecting these cycles backwards on the strength of the kept records of lake level variations, Col. Musham found they agreed almost uncannily with world drouths and famines of the dim past. The reverse projection gibed closely, he said, with the famines in India in 1810 and 1877, and with the low water stages of the River Seine in France in 1719 and 1800.
