Roseberry, 73, who directed collection of the pledges of contributions that resulted in building of he University of Illinois Me morial stadium, died in his sleep at his home here early oday. He had not been ill. At the time the stadium was dedicated in October, 1924, Roseberry had collected 78 per cent or $1,700,000 of the pledges. From 1921 to 1931 Roseberry was executive manager and treasurer of the University of Rlinois Alumni association and alumni recorder for the uni versity.

Since 1947 he had been assessor of the city of Champaign township. He eaves his wife, Ellen. Services will be held at 10:30 a. m. Tuesday in the First Presbyterian church here Burial will be in Springdale cemetery, Peoria.

His wife, daughter of the late John Wanamaker, depart ment store founder, died Nov. 17. Warburton was publisher of the old Philadelphia Evening Telegraph, a newspaper which was founded by his father.

He held two key posts in the city government, director of wel fare and special police commis sioner. He was elected mavor of Palm Beach in 1928 and re signed two years later to de vote himself to his brokerage business. Ralph Shannon Services for Ralph L. Charles Palache Charlottesville, Dec. 5 IT) Dr. Charles Palache, 84, Harvard professor of mineralogy emeritus and former curator of the university's mineralogica museum, died today at his home here. A native of Berke ley, Prof. Palache was the first recipient of the Roebling medal for "meritorious achieve ment in mineralogy" in 1938.

TOLL HIGHWAYS' ROUTES MAY BE Adm. Old Defends Plan in Broadcast BY HAL FOUST Vice Adm. Francis Old, executive director of the Illinois ---Ti toll highway commission, said yesterday that he hoped for a final decision tomorrow on the locations for 191 miles turnpike. The commission is sched Old uled to meet then with Gov. Stratton in Springfield.

Adm. Old said he hoped for the sale promptly thereafter of 390 million dollars worth of revenue bonds to pay for the construction, and for bull' dozers to start moving dirt by Jan. l. This was the toll official's response to "a suggestion from Andrew Plummer, administrator of the Cook county highway department, that the express ways might be financed with out tolls under President Eisenhower's program of 25 billion dollars federal money for interstate roads and their urban extensions. Speaks in Forum It also was his reply to objections by G.

R. Rossman of Hinsdale, head of the newly or ganized Suburban Home Own ers Protective association. The three were interviewed on WIND'S "Forum of the Air." The moderator, Dr. Don Fedderson of Northwestern university school of speech, asked Plummer for the county's attitude toward expressways and toward the toll method paying for them. "There is no doubt of the dire need for expressways in the urban area," Plummer replied.

"The city, county, and state agreed on plans for a comprehensive plan in 1941. "We're not against tolls when no other money is avail able. The county's expressway funds are about exhausted. We'd welcome turnpikes in Cook county. But we think they should be built on the routes adopted in 1941." Favors 1941 Plan Plummer was referring to a controversy with the toll commission engineers on the loca tion in western suburbs of a route by-passing Chicago.

The commission's tentative location is near the Du Page -Cook county line. The county favors a River rd. location, which is part of the 1941 plan. William J. Mortimer, superintendent of Cook county highways, in addressing the com-mision last week said his preference would be to build ex pressways radiating from the Loop to finish Congress st, a northwest route to O'Hare airport, and a south route to the Indiana turnpike before -mn-dertaking a by-pass route.

But if there is going to be a by-pass route, he said. River rd. would be six miles shorter and serve twice as much traffic as would a highway on the location proposed by the commission' Rossman, in his broadcast, said he objected to the high cost of toll road construction. He referred to studies indicating that the extra engineering and administrative costs plus the interest on the bonds will more than double the cost for the construction under conventional financing methods. He said that he thought the public would rather accept a gas tax increase.

Dispute Who Pays "On the said Rossman, "the public will be paying federal and state gasoline taxes plus a toll that will be the equivalent of another 22 cents a gallon gas tax." Adm. Old interjected. "The only persons to pay for the toll roads will be the persons who drive the turnpikes." Rossman accused the toll authorities of rushing in secrecy into commitments- motorists will have to pay.
