TG SHARE COST Of SUPER JET Government Demands 250 Millions Washington, Oct 23 () The American aircraft manufactur ing industry should be able and to spend 250 million dollars on development of a supersonic transport, Clarence JX Martin undersecretary of com-merce for transportation said today. Marti Defending the administration's program before the Senate aviation subcommittee, Martin said the proposed cost sharing between manufacturers and the government "is essential to the program, and should not be modified." Presidents of three air lines, and other witnesses, have testified the federal government is asking too much of private industry and too little of itself in the matter of financial risk for the 1 billion dollar development program.

Money Can Be Raised Martin said the 250 million dollars the manufacturers are being asked to provide "is by no means an inaccessible amount. "Douglas, Convair, and Boeing are known to have invested comp'arable sums in developing their subsonic jets," he said.a "At the present time, the financial position of these companies may not permit funding out of corporate reserves. "We believe, however, that resources in the financial com-rrunity stand ready to back projects that are demonstrat-ably justified," Martin said. Could Drop Costly Plan, Martin said the program can b2 dropped if the design competition does not produce plans for an aircraft with the required capability at an acceptable cost. Martin said the commerce department subscribes to the administration proposal to collect a royalty on sales of the aircraft to the airlines.

The fed eral -aviation agency has proposed that royalties be paid until the government's share of the development cost has been recovered. Charles T. Tillinghast president of Trans World Airlines, said the United States has no choice but to go ahead with production of an aircraft superior to the Concorde now being developed jointly by Britain and France. But he said the lower price of the Concorde, as a result of a 450-million dollar subsidy, might well make it "too serious a competitor to a United States supersonic transport in world markets" as the financing plans now stand. Required to Buy John Stack, vice president and director of engineering for Republic Aviation corporation and a former government research scientist, said British Overseas Airways corporation and 'Air France will have to buy the Concorde because they are nationalized air lines.

Tillinghast said the European builders of the Concorde are withholding advantageous de livery positions from American customers, especially T. W. A He. said the attitude of the Franco-British combine Sub Aviation and British Aircraft corporation emonstrates that the United States cannot afford not to build a supersonic air liner of its own. Tillinghast said that in dis cussions in Paris two weeks ago the Concorde manufacturers made it clear that the air craft is to become "a tool to make Europe the dominant force in air transporation during the 1970s and beyond."
