John J. Williams Del asked the Senate today to amend a House-passed appropriations bill to stop the circulation of congressional "junk mail." As the bill passed the House, it provided that members of Congress could send out under their franking privilege mail addressed only to "occupant." Williams told the Senate his amendment, which will be called up when the appropriation bill comes before the Senate later, would require Congress members to put names and addresses on all franked mail. "At a time when the Congress is working on legislation which wil -aise the postal rates for i uth! put a stop to an abuse of the mails which it has extended to itself," Williams said.
