Fulle, a member of a pioneer Des- Plaines family, was active in northwest suburban civic affairs as well as county political circles for many years. He was owner-publisher of the Des Plaines Publishing company which publishes the Des Plaines Suburban Times, the Park Ridge Herald, and the Niles Review. He was a past president of the Cook County Suburban Publishers association, a director of the Des Plaines National bank, and vice president of the Des Plaines Savings and Loan association. On Des Plaines Council Mr. Fulle was a member of the Des Plaines city council from 1932 to 1936 and had Joyce Frank Tonsek Frank Tousek, 79, a retired plumbing contractor of 2242 S.

Halsey E. Payne Halsey E. Payne, retired advertising manager of Chicago Molded Products company, died yesterday in Princeton, Bureau county, where he had lived since his retirement in 1940. He was a veteran of the Spanish-American war and lived in Chicago for 40 years. Surviving are his widow, Minnie, and a sister, Cora Payne.
