The gold has been tied up as backing for federal reserve deposits. Appalachia Administration measure authorizes 1 billion 100 million dollars to be spent in 11-state area on highway construction, vocational education, conservation, mining rehabilitation, and water resource planning. School Aid Administration bill provides 1 billion dollars for schools educating 5 million children from families with income under $2,000 a year; 100 million dollars for library and textbook purchases; 100 million dollars for shared time teaching centers for public and parochial school students. Taxes Administration bill cuts 4 billion 700 million dollars in 40 federal sales taxes most of them enacted in war time. Final version 700 million dollars more than President requested.

Pep Pills Administration-backed proposal imposes stiff for major study to overhaul program after that. House: Approved the administration's one-year, 3 billion 370 million dollar request virtually without change. Conference committee trying to reconcile differences. HOME RULE Administration has proposed legislation to let Washington, D. residents elect a mayor, city council, and nonvoting delegate to the House.

President and Congress would protect federal interests thru the power to veto city action. Senate: Approved. House: Nothing scheduled. CRIME President Johnson has proposed an all-out attack on crime. Included among his weapons would be laws: forbidding mail order sales of firearms except to federally licensed dealers and manufacturers; assisting the justice department in fighting organized crime; and permitting civil commitment for treatment instead of mandatory jail sentences for certain narcotics offenders.

Senate: Hearings under way. House: Hearings under way. AWAITING PRESIDENT'S SIGNATURE Smoking Legislation would require a health warning on cigaret packs and bar government action to require any such warning in advertising. SIGNED BY PRESIDENT Gold Administration tricts be compact, and composed of population within 15 per cent pf the average figure for each state. Senate: Judiciary subcommittee hearings completed.

State Legislatures A number of members of both parties are seeking a constitutional amendment to permit one house of state legislatures to be apportioned on nonpopulation basis, upsetting Supreme court's 1964 "one-man, one-vote" rulings. House: Effort under way to take measure away from judiciary committee which has begun hearings. Senate: Judiciary subcommittee rejected proposal but Senate considering it as amendment to another bill. DISABILITY Johnson has indorsed a proposed constitutional amendment to provide for congressional confirmation of a Vice President, chosen by the President when the second spot is vacant, plus a formal procedure for transfer of powers to the Vice President as acting President when the chief executive becomes unable to carry out his duties. Approved by Congress.

House: Agriculture committee has approved most of what President requested. Senate: Hearings have concluded. GOVERNMENT WORKERS Military Administration has proposed a 5 per cent across-the-board pay increase for all members of the armed forces except enlisted men with less than two years' service, who would receive 2 per cent hike. Annual cost would eventually reach 750 million dollars. House: Approved armed services committee bill that would provide average 10.7 per cent raise for all service men at a total ultimate cost of approximately 1 billion 500 million dollars.

Senate: Armed services committee starts hearings Wednesday. Civilian Administration has asked average 3 per cent hike to maintain present relationship with private industry salaries. Has also proposed a system for giving such a raise on an annual, semi-automatic basis, plus a major review of federal pay every four years. House: Subcommittee has completed hearings and will act this week. Senate: Nothing scheduled.

IMMIGRATION Administration supports elimination in three years of the national origins quota system and replacement with a first-come, first-served pool of visas outside the western hemisphere. Preference would be given members of separated families. House: Judiciary subcommittee approved. Senate: Judiciary subcommittee hearings under way. REAPPORTIONMENT Congressional Districts House has approved bill to restrict gerrymandering by requiring that congressional dis commonly Known as pep puis and goof balls.

Coins Congress approved a new formula for coins, eliminating silver from dimes and quarters and cutting the silver con- Washington, July 25 (LTD Status of major legislation: VOTING RIGHTS President Johnson has proposed outlawing literacy and other voting tests and providing for federal registration of Negroes in seven states with low registration or voter turnout. Congress has added machinery to eliminate poll tax and new means to combat voter discrimination in other states. House and Senate approved different bills. Representatives of both legislative bodies must work out a compromise.

HEALTH AND WELFARE Hospital Care and Social SecurityThe administration recommended a hospital care program under social security for persons more than 65 years of age. House has approved, along with a voluntary insurance program to cover doctor bills, and 7 per cent increase in all social security payments. Senate: Approved a similar version. House-Senate conference has worked out a compromise that the House will vote on Tuesday. Regional Disease Centers The President has proposed establishment of 32 geographically distributed medical complexes within five years to fight heart disease, cancer, and stroke.

First year cost 50 million dollars; five-year total estimated at more than 1 billion dollars. Senate: Has approved four-year, 650 million dollar bill. House: Hearings under way. Roadsides Johnson has recommended legislation to bar billboards and junkyards from interstate highways except in commercially zoned areas. House: Hearings under way.

Senate: Hearings scheduled to begin Aug. 10. Water Pollution Administration proposes increasing federal grants for municipal sewage treatment plants and more federal-state research projects for improved sewage disposal plants. Senate: Bill passed. House: Differing bill passed.

Conference expected. Air Pollution Johnson requesting increased federal authority to investigate potential pollution sources and to launch a full-scale attack on automobile and truck exhaust fumes. Senate: Passed. House: Commerce subcommittee completed hearings. EDUCATIONAL Colleges Administration is backing a 601 million dollar measure to upgrade college libraries and assist small, new colleges, increase student, aid, including scholarships and federal insurance of private loans to students, and double present classroom construction funds.
