OGILVIE VOWS TO NIP EXPENSE ACCOUNT GYPS State Workers Cited for Travel Gouging Richard B. Ogilvie vowed yesterday that he will end the practice of state officials designating their homes as their offices in order to collect extra expense money. The Republican winner of the Nov. 5 election told The Tribune that whether it requires legislation or merely orders from the governor's office he will stop the tricky means of enlarging expense accounts. Several years ago The Tribune first disclosed the scheme and assailed it as a transparent dodge to bilk the taxpayers.

B. G. A. Names One Agency George Bliss, acting executive director of the Better Government association, said that currently the practice is the most common in the Illinois department of financial institutions. This is the agency assigned to be the watchdog for small loan companies, credit unions, and currency exchanges.

his sister, Denise, 6 months. They were found in their bedroom at the rear of the second-floor apartment. John was in a playpen and the girl was in her crib. Unable to Find Mother Police said they were unable to find the children's mother, Mrs. Sally Eakin, 23.

Neighbors said she left the apartment shortly before the fire broke out accompanied by her estranged husband. Two fire lieutenants from the 26th battalion, Robert Sheehy and Richard Fitzgerald, used mout h-to-mouth resuscitation and oxygen equipment in vain efforts to save the children. They were pronounced dead when they reached Central Community hospital by fire ambulance. Chief Michael Murphy said the fire started in a kitchen garbage pail, possibly ignited by discarded smoking materials. Smoke Fills Home This set a wall ablaze, producing dense smoke which suffocated the children.

Damage to the l1 2-story brick bungalow was estimated at 5200 by Murphy. Paul O'Brien. 26, the first floor tenant, said he became aware of the fire when he smelled smoke, but was unable to reach the upstairs flat. O'Brien said his wife took care of the Eakin children during the day while Mrs. Eakin worked and that she had taken the children upstairs before leaving with her husband last night.

The husband, Daniel. 27. of 5934 S. Paulina went to Central Community hospital when he learned of the children's deaths. He told police he and his wife had gone to buy Christmas cards.

Mrs. Eakin collapsed upon learning of the deaths of her children and was being cared for by relatives, he said. Irving Park road, after 2 P. m. Friday.

He greeted the sights and sounds and the spirit of Christmas with the words, "Bah, humbug," in Charles Dickens' immortal story, "A Christmas Carol." He wanted no part of Christmas which he regarded as frivolous, foolish and fraudulent. Why get excited about a myth that just made people sentimental and upset the normal tenor of life? The story ended happily, of course, when Scrooge finally got the Christmas message and made room in his heart for Christ. He got the message from his nephew who had every reason to despise his uncle, but wouldn't give up on the miserly old man. Of course the old man had a disturbing dream in which he met the ghosts of Christmas past, present, and future. Maybe thf dream was inspired by a bad conscience over the way he had treated his nephew and his nephew's family.

In any case, Scrooge had to get over the humbug habit to see the value of something besides his profits and his bank account. The humbug habit obscured the importance of love and generosity, compassion and good fellowship. Scrooge was devoid of sentiment and feeling. These were sheer humbug, not worth a moment's attention. So, he was a shriveled, crusty, inconsiderate old man.

It is easy to get into the humbug habit, to assume that love and compassion, truth and beauty are unworthy of tough minds. The humbug poison turns good people into skeptics, grumblers, complainers, fault-finders, and kill-joys. The humbug habit can hang on thru the years. On the other hand, like Scrooge, we can get the message of Christmas and discover how meaningful life can be when it is filled with the ultimate values we once tossed off with the words "bah, humbug." Guard us, God, lest we blunder into the mood of skepticism, scorning the reality of truth, beauty and goodness until life becomes devoid of meaning and hope. Amen.
