He had a unique way of viewing the secular as an aspect of the sacred. "Man shall not live by bread alone," he noted, but in the communion service he used material bread and wine as symbols of the sacred. He warned against separating the secular and the spiritual and pointed to the danger of investing the heart in the wrong place and finding security in nothing more ultimate than secular props. What mattered to Him were the "how" and the "why" of things.

If we are dedicated to "getting things done" only in the interest of gaining "wealth, fame or rank" we warrant the rebuke of the sage, "Pity the man who has no happiness but the fulfilment of his own greed." THE PURELY SECULAR "WHY" of struggle is not large enough to lure us beyond success to a satisfactory outcome for life itself. What is more, if the "why" of "getting things done" has nothing of the sacred in it, then the "how" of "getting things done" has no ethical meaning. We can lie and cheat, deceive and "make the worse appear the better part" without a qualm. Hitler got things done, but the "why" had nothing eternal in it and therefore the "how" could involve cruelty, lies and coercion. The moment we forget the sacred in the secular, the ultimate values to be found in our material engagements, life becomes a thing of shreds and patches.

Unless the "why" of our struggles is infused with commitment to God, the "how" of our "getting things done" becomes unworthy of our calling. Help us, Gracious Lord, to infuse the secular around us with a sense of the sacred and to work in a manner worthy of our calling as servants of Thine. Amen. Belmont to Divine SPRINGFIELD, 111., Feb. 4-Two grand juries and two state agencies investigating the late Secretary of State Paul Powell have obtained secret files of the Illinois Crime Investigating Commission, it was learned today. Charles Siragusa, executive director of the commission, has been called as a witness before the federal grand jury in Chicago tomorrow to explain in detail the commission's findings on Powell which have never been made public. Included in the file is the testimony of Lt. Gov.

Paul Simon, a Democrat, who first raised accusations against Powell four years ago in a magazine article. No Names Listed Simon named no names In the article but said the speaker of the Illinois House could have received payoffs of more than $100,000 a year. Powell was speaker three times before being elected secretary of state in 1964. The commission called in Simon for a secret session under oath. Simon reportedly told the commission he could not offer positive proof of some of Powell's deals.

One of the deals Simon referred to was Powell's stock interest in Contour Truck Guards, a company which produced special equipment for trucks. Powell sponsored the bill which required all trucks in the state to purchase this special equipment. After the bill was passed, he helped form the company which sold the equipment to the trucking companies and helped enforce the law requiring them to use the equipment. Accusations Are Denied He denied these accusations and it was only after he died that his stock holdings in Contour were found in one of his safe deposit boxes. Simon also pointed out how Powell had used his influence to obtain extensive race track stock holdings.

Copies of the crime commission's Powell file also have been provided to State's Atty. Richard A. Hollis, who opened a Sangamon County grand jury probe here this week, Mitchell Ware, director of the Illinois Bureau of Investigation, and J. Waldo Ackerman, deputy Illinois attorney general. Custody of Records The federal grand jury in Chicago has custody of 25 boxes of records and other items removed from Powell's Capitol office and safe and from Ms Springfield hotel suite.

Hollis said he would go to Chicago early next week and seek a court order to permit the state to use some of the evidence in the 25 cartons for the Sangamon County Inquiry. Of special interest are ledger books reportedly containing the sources of payoffs which went into the $800,000 cash hoard reported found in the safe and in his hotel suite. Sign of Callousness Hays' report interpreted as an indication of callousness a statement by Brown made during a telephone conversation with another officer while Kudirka was aboard the Vigilant. During the talk, routinely taped for a permanent record under Coast Guard regulations, Brown conceded that he was "in the middle" in the Kudirka incident and that he might learn to knit because "I got my 30 in anyway," a reference to 30 years of service for retirement purposes. "In other words," Hays' report said, "he was saying: 'I've got it made.

What do I care for any other human If this attitude is typical of high officials in the Coast Guard, God help America." The report absolved the Vigi-lant's captain, Comdr. Ralph W. Eustis, asserting that he "was caught in an untenable position," placed there by Brown's orders based on Ellis' advice and the State Department's failure to take an aggressive stand in the matter. ment oak Hill. a suit filed Jan. 11 asking that $800,000 of cash left by the late Paul Powell, Illinois secretary of state, be placed in a trust fund with the state treasurer. The suit also asked that John Rendleman, executor of the Powell estate, be ordered not to distribute any of the funds until an accounting can be made. 23, by leaping aboard the Coast Guard Cutter Vigilant from his Russian fishing ship, Sovetsakaya Litva, while the two were alongside each other off Martha's Vineyard for international talks about commercial fishing along the New England coast. Board the Vigilant Hours later, Russian officers boarded the Vigilant by invitation, beat Kudirka senseless, bound him with rope and a blanket, and hauled him back to their ship in a Coast Guard lifeboat. The report, prepared principally by the subcommittee chairman, Rep. Wayne L. Hays Ohio, said the Coast Guard's Boston district office and Washington headquarters and the State Department "contributed in varying degrees to this inglorious episode.
