James A. Rhodes in effect gave National Guardsmen "carte blanche to use force without restraint" in dealing with student demonstrators. Rhodes and 43 other persons are defendants in damage suits for $48 million filed by parents of the four students killed and nine others wound- ed by National Guard troops who fired into a crowd of students during an antiwar demonstration on the Kent campus on May 4, 1970. "Gov.

Rhodes came into Kent at the invitation of the mayor of Kent," said Joseph Kelner, one of five attorneys for the plaintiffs who made opening statements. "The things he said were so inflaming, in effect, giving carte blanche to use force without restraint. We do say Gov. Rhodes acted in a man- ner which would inflame those who wanted to deny the students their right to assemble." STEVEN SINDELL, another attorney for the plaintiffs, said Rhodes' remarks were "inflammatory, volatile, and The attorney also promised to provide a tape recording of the comments Rhodes made at a news conference the day before the shootings during which the alleged remarks were made. Court slugs back for punch at lawyer By Lee Strobel RONALD BRADSHAW peared in court Wednesday handcuffed, surrounded by four sheriff's deputies, and remorseful. The reason for his condition was an outburst Monday in which Bradshaw punched his lawyer, Alan Goldberg, in the eye and bit a sheriff's deputy on the shoulder after Criminal Court Judge Fred Suria sentenced him to one to five years in prison. By the time Bradshaw left Suria's courtroom Wednesday, his prison sentence had been increased to two consecutive sentences three to five years on the original charge of violating probation, and six months for contempt of court. BRADSHAW TOLD Suria his actions Monday stemmed from his belief that he was being railroaded because he was black.

"I have no malice against Mr. Goldberg or the bailiff," he said, and asked Suria if he could receive therapy in jail for a nervous condition. Suria agreed. Goldberg, an assistant public defender, was. wearing old glasses instead of those smashed by Bradshaw's punch.

He stood silently, three feet away from his handcuffed client, during the hearing. Afterwards, however, Goldberg said, "I don't think a punch in the eye is worth two and a half more years in jail." Bradshaw was charged with robbing a postman of Bradshaw's girl friend's disability check last January, at a time when he was on probation after an aggravated battery conviction. Tho the robbery charge was dropped, he was found guilty of violating probation. Lottery plans a new game-maybe for $1 ANOTHER new Illinois lottery game will be announced Monday, Ralph Batch, state lottery superintendent, said Wednesday. Because of the success of the state's 12-week Grand Slam $1-a-ticket game, it is likely that the new game also will be a dollar-ticket game.

"The people sure do love those $1 tickets," said Batch. He declined, however, to confirm that the new game will be patterned after the Grand Slam contest. "WE EXPECTED to sell 12 to 15 million Grand Slam tickets, but we actually sold 23 million," Batch said. "It was a surprising success." In the later weeks of the Grand Slam game, Batch said, sales of 50-cent weekly tickets dropped from their usual million a week to around 3.5 million. Batch said the state's current "Spring Stampede" bonus contest has helped sales of the 50-cent tickets.

Last week 4.5 million were sold. Lottery winnersread it here Winning numbers drawn Thursday night on Channel 9 for this week's state lottery game will be published in home delivery editions of Friday's Tribune and in early Saturday editions. A bonus "stampede number" to give away automobiles will be drawn in addition to the regular lottery games this week and will be included in The Tribune's lottery coverage. This week's winning numbers will be repub4 lished in all editions of The Sunday Tribune. Tribune switchboard operators will not give numbers over the telephone.
