He retired the second time in 1974. He died Thursday in Lakeside Veterans Hospital. Hughes' father was the first of the clan to join the fire department in 1893.

MASS FOR Harry G. Hughes, 80, retired Chicago fire department division marshal with a record of fighting more big fires than any other fireman in his 40 years' service, will be said at 10:30 a.m.

Monday in St. Catherine of Alexandria Catholic Church, 107th Street and Lawndale Avenue, Oak Lawn. Hughes, a member of the best known family in the fire department, was responsible for many innovations. In 1955, he was named drillmaster of the Chicago Fire Academy and developed a modern curriculum for rookie firemen. He was the first to jump out of a high window into a safety net to encourage rookies to try it.

He also started new safety methods for driving to fires. "You can't fight a fire if you smash up on the way," he explained. All the time he was drillmaster, at his own request, he was assigned to fight all fires reaching three alarms. In one instance, when a woman was threatening to jump from a ledge on the upper floors of Tribune Tower, he had firemen hold his legs while he leaned out, grab GLOW See Norbert A. GlowackJ notice.

IN THE 1920s Tate and some rebellious young poets made literary history and brought fame to Vanderbilt by beginning a school of "fugitive poetry" devoted to socioeconomic and intellectual themes. Tate's best-known poem is "Ode to the Confederate Dead." His single novel was "The Fathers." NASHVILLE AP Allen Tale, a poet, critic, and one of the most distinguished figures in contemporary American literature, died Friday at age 79.

Kentucky-born Tate, a Vanderbilt University "fugitive poet," died about 5:30 a.m. Chicago time in Vanderbilt Hospital of what doctors said was systemic failure. In lieu of escaped and it was covered over again as a safety measure. Crews returned Friday with sand and water to seal off an estimated 8,000 to 10,000 gallons of the liquid spread over a 200-by-60-foot area, Muraro said. THE CLEANUP operation will be monitored by state and federal EPA officials and the Illinois Department of Public Health. It is scheduled to start Saturday when heavy earth-moving equipment will begin to remove the chemical-tainted soil. Although the amount of escaping gas is expected to be minute, health officials cautioned residents with respiratory problems to leave the area if they feel irritation.

In small amounts, it smells sweet, "almost perfume-like," and t3-comes pungent with greater concentration, long before it reaches toxic levels, Kuraro slid. The first symptoms, he said, include coughing and irrigation of the nose, mouth, or throat linings. By Clarence Page CLEANUP CREWS Saturday will begin excavating soil contaminated with a toxic chemical in the area of a railroad tank car derailment in Bedford Park. The spill sent seven persons to hospitals Wednesday. State health officals said Friday they expect odor levels to increase in the area of the spill of 18,000 gallons of ethyl aery late, a highly flammable and toxic liquid, at the GATX Chemical Corporation, 8500 W.

68th Bedford Park. THE RELEASE OF toxic fumes forced the evacuation of 500 persons from Bedford Park, Bridgeview, and Argo-Summit for about five hours. The cold weather hampered cleanup efforts Thursday, according to John Mu-raro, Illinois Environmental Protection Agency spokesman in Springfield. A layer of lime froze into a "crust" on top of the chemical instead of neutralizing it, he said. When cleanup crews poked a hole in the layer, more gas flowers, memorials to Heart or Diabetes Fund, would be ap preciated.

returns and the property can also be taxed. The tax agency will receive comments on the revisions until April 20 before making a final decision. THE PROPOSED regulations would apply to educational institutions deemed by a court to be racially discriminatory or formed and expanded in response to public school desegregation. One out of every 10 white students in the South is enrolled in private schools, many set up to bypass court orders during the days of public school desegregation In the 1960s. Colleges, universities, nursery schools, or institutions for the handicapped would not be covered by the guidelines.

The IRS said schools formed or substantially expanded in response to desegregation would be classified as reviewable if the institutions have only an insignificant number of minority From Tribune Wire Service! WASHINGTON The Internal Revenue Service revised its plans Friday to limit tax exemptions to private schools, giving the educational institutions more leeway in proving they don't discriminate. The revised regulations give "greater weight to each school's particular circumstances than did the earlier proposal," the agency said. The earlier plan had drawn what officials termed the most complaints in IRS history, 100,000 letters of protest. Critics said the changes could affect the tax status of thousands of private schools. IN FIVE DAYS of stormy hearings, religious schools complained that they would be forced to start admitting people of opposite religions.

The IRS is required by law to remove tax-exempt status from private schools that discriminate by race. If tax exemption is removed, contributors can no longer deduct donations from their tax Chicago 735-4242.
