Dear Mr. Weaver: General Motors could produce cars that burn leaded gasoline, just as some foreign manufacturers do. But if we did, we would seriously handicap our efforts to meet two important national goals: getting the best possible mileage out of every new GM car and finishing the job of eliminating automotive air pollution. All new, gasoline-powered GM cars and light trucks require unleaded fuel because lead poisons the catalytic converter which is the heart of our sophisticated emission control systems. Without the converter, our job of continuing to improve mileage even as we meet more stringent emission standards would be doubly tough, if not impossible.

It's true, of course, that unleaded gas costs more at the pump than regular gas. And yes, some small foreign cars do get outstanding mileage with engines and emissions systems that can burn leaded gas. But no matter how good their mileage is, all the evidence says that cars without catalytic converters could get even more miles per gallon if they used some form of catalyst technology. The facts show that for saving energy, keeping operating costs down, and cleaning up exhaust emissions, no technology in the world is better than, the GM-pioneered catalytic converter. Cons'ider these facts: The gasoline-powered car with the best mileage in the 1979 federal EPA fuel economy ratings is a subcompact which uses a catalytic converter and gets 35 mpg.
